Approve new Capital Improvement Project for a minor drainage improvement on Nipomo Street in the amount of$28,000. 2. Transfer$28,000 from the CIP Reserve to fund the project. DISCUSSION During the summer of 2004, the City street maintenance staff replaced a large section of sidewalk, curb and gutter along the west side of Nipomo Street between Higuera and San Luis Obispo Creek. Trees in the area had lifted portions of the sidewalk and a series of low spots developed generating complaints from the area. The low spots collect water and result in a series of puddles. The street crew determined it was not possible to create positive drainage from Higuera, north to the creek, without major reconstruction of the whole street. This was confirmed by engineering staff in the field. While there is good slope starting at Higuera and going north, the street quickly flattens and then rises slightly at the bridge over San Luis Obispo Creek. After reviewing the various options, staff opted to remove the individual low spots, correcting damage to the sidewalk and curb from the street tree, and centralize the water at a single point. If it was determined that water collection was significant in wet weather, an inlet could be installed at that single low point and piped to the creek. With the first rains behind us now, we have received notice from the property owner adjacent to the low spot that water is collecting in the low point and rising to the top of the curb, coming up on the sidewalk at times. Staff believes water accumulation is significant enough to warrant the installation of an inlet at the low point to pipe the water to the creek. FISCAL IMPACT The time is approaching for the submittal of mid-year CIP requests. Staff considered this approach, but believed this would postpone the installation of this drainage improvement until summer. Approval at this time would allow staff to proceed with the project design and environmental review immediately, with possible construction occurring this winter. It is anticipated at this time, due to the proximity of the project to the downtown, mission buildings and the creek, that some level of archeological review will be required. The last W1 Nipomo Street Minor Drainage Improvement Page 2 project completed in this area did not find a significant amount of archeological materials, so staff is planning for only a moderate expenditure for the necessary studies and monitoring. Archeological study $3,600 Construction- $19,000 Construction Contingencies: $1,900 Total for Construction: $24,500 Miscellaneous: (printing): $500 Monitoring: $3,000 Total Cost: $28,000 The CIP Reserve currently has a balance of $48,412 available to support this project.. If the Council approves this funding source for the project, there will be $20,412 remaining in the CIP Reserve for other project overruns. ALTERNATIVES The project could be submitted and reviewed with the mid-year budget or as part of the 2005-07 Financial Plan. If approved through one of those processes, the project would be delayed for approximately 4 to 9 months.
