Authorize the completion of emergency work on the storm drain at 1642 El Cerrito. 2. Transfer the remaining funds in the CIP Reserve and Completed Projects accounts to the project account. DISCUSSION In January of this year, Public Works received a call from the owners of the residence at 1642 El Cerrito. Along the property line of this lot is a Public Utility Easement containing a storm drain pipe. There is no documentation indicating this is anything but a City responsibility to maintain. Some settlement was occurring over the storm drain adjacent to this property. The maintenance staff restored the area to grade. Engineering had the storm drain filmed and discovered the pipe is a Corrugated Metal Pipe (CMP) which the bottom has rusted out of. A couple of weeks later, the owners developed a sewer lateral problem, resulting in a back up of sewage into the house. They contacted a plumber who opened their sewer lateral trench. It appears that the sewer lateral was laid on top of the storm drain. Staff is assuming that the missing bottom of the storm drain allowed the surrounding dirt to be removed which in turn removed the support for the sewer lateral. The lateral then dropped leaving a vertical separation of about eighteen inches between the line coming from the house and the line going to the sewermain in the street. The result was a sewer back up. It is uncertain at this point if there is further damage to the lateral; however, it is very likely that the lateral will not operate properly and there could be further back ups. Public Works is proposing to place concrete in the bottom of the storm drain in an effort to seal it off and prevent further siphoning of the backfill. The property owner's sewer lateral can then be restored to proper grade to prevent further damage. Public Works has also prepared a Capital Improvement Project for the following year to line the pipe as a permanent fix. FISCAL IMPACT This temporary repair is expected to cost $26,000 plus contingencies. The Completed Projects account has a balance of$8,700 in it and the CEP Reserve, $20,400. The City could take a wait and see approach to the problem, reimbursing the property owners as repairs are needed and possibly funding a permanent repair through the Budget process. 2. A permanent repair could be instituted at this time at a cost of approximately $50,000. It may be slightly more costly to make the temporary and then the permanent repair. However, the temporary work will not be wasted as the void under the pipe will need to be filled at some point. The other benefit of proceeding with a smaller project is the ability for staff to get to construction more quickly than if a liner project was to be prepared.
