HomeMy WebLinkAbout02/15/2005, COMM - City Council Meeting February 15, 2005 We live at 1642 EI Cerrito Courtin SLO;there is a culvert pipe that begins on the side of our property and travels along side our home and down under the street. Seven or eight years ago, heavy rains traveling through the pipe(which has a rusted out bottom) created a sinkhole in our back/side yard. Mark Williams(city employee)came out, inspected the situation and did a"temporary fix"by putting slurry into the bottom of the pipe. He could only go as far as the side comer of our house as the culvert pipe dips deeper under ground at that point. He had plans drawn up and approved and budgeted by the city to do a permanent fix at that time;unfortunately that never happened. This last January during the heavy rains,the dirt over the culvert at the front side of our house caved in. The hole that was created went under our driveway and under the sidewalk. The city came out and as a"temporary fix"they packed decomposed granite into the hole. In packing the granite down, they broke our sewer line and pushed it down and over 3 feet. We've had the line replaced, and the city assures us they will cover almost $5,000 in bills. Our concern is, however, we still have only a temporary fix. The culvert STILL has to be permanently fixed; our sewer line is still in between the surface and the culvert. Again, we've been assured that the city will take care of the problem should our sewer line be broken again. The larger problem and concern we have is that the city may not ever fix the large cavity underneath our pillar holding up our deck, driveway,the sidewalk and the street. The plumber/contractor we had fix our sewer line(Action Rooter-recommended by Bud Nance at the city)tested the dirt as he was digging. He says it seems"softer"than it should and believes there is still a lot of caving underneath the culvert. He also believes that instead of slip lining the culvert,the city needs to: Dig up the existing culvert so that it can be sufficiently compacted (he says it's impossible to compact it from the side). Replace the culvert from above, and Replace the driveway and pillar holding up our deck if needed Give us an assurance in writing that they will stand behind this issueif the cavity compromises our foundation, pillar or driveway in any way. He also recommends having a geological company(such as Mid City Geo Technics)come out to test the compaction of the dirt around the culvert if the culvert is not replaced from above. The city should video the culvert into the rusted bottom Cif possible)to see the current cavity. y That in Z years and in S years the city should send a video out through our sewer line and the culvert to assure that there are not any additional problems. Finally, most everyone who has been out and seen the damage agrees that beyond our problem,the culvert is surely rusted out all the way until it empties out below Flora Street. From our house, it dips deeply and most likely has created an even larger cavity under the street. Even though it is expensive to fix, it will be much more expensive if the street caves in and someone gets hurt. Had the city done a permanent fix on the culvert eight years ago as planned and budgeted, it would have saved them money in the long run. Hopefully we can fix this completely and quickly to avoid any fiuther problems for us and for the city.
