SUBJECT: APPOINTMENT RECOMMENDATION TO THE PARKS AND
RECREATION COMMISSION
RECOMMENDATION
1. Reappoint William Pyper to a four-year term beginning on April 1, 2005 and expiring on
March 31, 2009.
DISCUSSION
William Pyper's term expires on March 31, 2005. He has reapplied and is eligible to serve an
additional four-year term. After advertising, the Council Subcommittee for the Parks and
Recreation Commission interviewed five applicants and is pleased to recommend the
reappointment of William Pyper to serve a four-year term.

1. Why do you want to be a member ofthe Parks&Recreation Commission?
I have spent the past four years on the Paarks & Recreation Commission.
During that time I have only missed one meeting, and I believe that I have
contributed as objective view to all issues. I can apply the knowledge of
park and recreation issues that I have acquired over the past four years to
do an even better job than in the past.
2. What do you hope to accomplish?
During the 29 plus years that I have lived in San Luis Obispo, the city has
been badly underparked. I hope that I can hope to aleviate that problem.
I hope to enhance the Jack House and make it more attractive to tourists.
3. Have you ever attended a meeting of the Parks&Recreation Commission or another City
advisory body? If so,what observations did you make?
I have observed that the average citizen has little or no understanding of
how municipal government works, particWasllp in the area of finance.

4. What qualities, experience and expertise make you a good candidate for the Parks&Recreation
Commission?
My 16 years of experience on City committees has given me a good under-
standing of how City government works; what can be done and what can't.
I am able to consider all issues objectively, without getting emotionally
involved or influenced.
5. In your view,what are some key issues in SLO relating to parks and recreation?
The Laguna Lake Master plan should be implemented. Financing needs to
be found to complete this project. Dredging of the lake is essential to the
ecological well being of the City. A softball complex (4 fields) needs to be
built somewhere in the city. The Senior Center is inadequate; a new one
needs to be built. There should be a municipal swimming pool in the
Laguna Lake area.
6. Is there any additional information about yourself you'd like to share? (Please feel free to attach a
resume,if you have one).
I came to San Luis Obispo in September, 1975 to work as a printing
teacher at Cal Poly. I held that position for three years, before opening m
own business. I owned and operated The Prynters from January 1978
until March 2002, when I sold it to Central Coast Printing.
