Reappoint Carlyn Christianson for a four-year term beginning April 1, 2005 and ending March 31, 2009. 2. Appoint Andrew Carter for a four-year term beginning April 1, 2005 and ending March 31, 2009. DISCUSSION James Caruso and Carlyn Christianson's terms will expire on March.31, 2005. Mr. Caruso has not reapplied. Ms. Christianson has reapplied and is eligible to serve a four-year term. After advertising for the vacancy, the Council Subcommittee interviewed fifteen applicants. The Council Subcommittee is recommending the reappointment of Carlyn Christianson for a four- year term and the appointment of Andrew Carter fora four-year term. Why do you want to be a member of the Planning Commission? I enjoy the feeling of contributing to my community in an important area. I believe that the City has already"invested"in me via conferences,training and staff time educating me on many issues,andI'd hike to give the City back that time and effort! I think it is important to have lay people on the commission to give a different perspective than professional planners and architects do(who also contribute an important viewpoint,don't get me wrong). And of course,I an interested in the issues that the Commission deals with,especially in the policy areas and long-range planning efforts,such as the Housing Element,Zoning regs and specific area plans. 2. What do you hope to accomplish? I would like to contribute what I can to the upcoming discussions of the Orcutt Area specific plan,the Airport Area specific plan and the update of several other elements of the General Plan that are coming up for review. I would Ince to finish the Open Space and Conservation Element update. I would like to see some of the goals and policies of the Housing Element fleshed out into specific programs and regulations. The interface between the City's needs for housing and commercial growth and its dedication to open space and our beautifiil environment continues to interest me greatly. 3. Have you ever attended a meeting of the Planning Commission,or another City advisory body? If so, what observations did you make? I have been sitting on the Commission since November of 2002,missing my first meetings only this past year,in September of 2004. So I have indeed attended meetings! My observation remains the same as what I noted in my original application—it is a tricky tightrope to walk being on such a Commission. Balancing the need to be as open to the public as possible while still getting through agendas,the desire to express opinions and thoughts that might be useful to the public or to staff and Council but not wasting time...tricky indeed! I've tended to be one who believes that the world doesn't need to hear every thought I have,and that the public has the absolute right,indeed an imperative,to share its opinion,but not the right to disrupt or highjack the process. 4. What qualities,experience and expertise make you a good candidate for the Planning Commission? I believe.my legal background has helped great deal in just allowing me to understand more easily a lot of the riding material. (I'm licensed but do not practice law.) My involvement in the community as a volunteer in many arenas has given me a broader viewpoint than some. My experience on the PC itself is of course very helpful in that I already am familiar with how the PC works,what the job of the PC is,and the history and details of the many issues and policies that the PC deals with 5. In your view,what are some key planning issues in SLO? See my answer to#2,but in addition,I think that traffic will become an increasingly important issue. We are growing one way or another,and the issue of how that growth n$ects transportation issues,along with air quality,will play an increasingly important role for the public and for the PC. The passionate debate over Prado Road and its two ends(the intersection with Broad and the freeway interchange)illustrates this perfectly,not to mention the debate over development of downtown parking and a transportation center. Other big-picture issues are water(not so worrisome right this minora—as usual the rains come and foolishly wash our worries away),the relationship with Cal Poly's and Cuesta's slndemishaffffaailty especially on housing and transportation,and the ongoing impact of California's budget situation. On a slightly smaller scale,medical office space has been a"boutique"issue that actually has some bigger implications for the City than it first appears. And of course the interplay between the downtown and the rest of the City is ongoing and important. 6. Is there any additional information about yourself you'd like to share? I really enjoy making my contribution via the Planning Commission.Itis the right amount of time and effort in the right arra for me,and I have greatly appreciated the opportunity to serve the Council and my community in this way. I would very much look forward to serving another term if re-appointed. Why do you want to be a member of the Planning Commission? Over the past four years, I've clearly demonstrated my commitment to public service by attending City Council and Planning Commission meetings, by serving on the Housing Element Update Task Force and the boards of important community groups(e.g. Workforce Housing Coalition and RQN),and by running for City Council. Since I can't seem to get elected to City Council,I would like to be appointed to Planning Commission so I can contribute in that way. The Planning Commission deals with the two issues which I think are most important to our current and future social, economic, and environmental well-being. Those issues are land use and circulation. It's clear that I am an advocate for affordable housing, but I do not view myself as a"true believer"in any cause. I recognize the importance of balance and of developing compromise and consensus. Whatever one's personal beliefs, it's important that all decisions are based logically on the facts of the rase before the governing body. 2. What do you hope to accomplish? Quite simply,to make good decisions which benefit this community in the present and over the long term. 3. Have you ever attended a meeting of the Planning Commission, or another City advisory body? If so,what observations did you make? I've attended at least a dozen Planning Commission meetings over the past four years. In that time period, I've also attended 80%to 90%of all City Council meetings. I've learned that we are blessed to live in a place where people care about their community. That's true of the citizens who come before City Council and the Planning Commission. It's also true of our elected and appointed officials. We are also blessed to have an extremely competent and professional Citystaff. Although decisions don't always go as I would like,the only times I've been truly disappointed are the rare occasions when disrespect has been exhibited by any of the parties involved in the process—be that governing officials, staff,or citizenry. - ATTACHMENT Supplemental Questionnaire—PLANNING COMMISSION Page 2 4. What qualities,experience and expertise make you a good candidate for the Planning Commission? Given my extensive public involvement, I would bring a great deal of knowledge to the table concerning the issues impacting this community;the political and economic factors involved, and the process by which the City makes decisions. I think I've demonstrated that I do my homework and truly dig into issues. I also think I've shown my capacity to grow over time and change my opinions as new evidence is presented. I have a strong business background. It's my belief that this sort of background is currently under.-represented on the Planning Commission,which currently has a very strong academic and planning professional focus. Since I have four children,ages 5 to 14,I might also be seen as representing families. 5. In your view,what are some key planning issues in SLO? Affordable housing; the amount,type, and location of commercial development(retail and other);traffic and congestion;planning and build-out in the expansion areas (Margarita, Orcutt, and Airport);parking; development downtown.. Now that the City has a new Housing Element, I think it's time for the City to look to update its Land Use and Circulation Elements.
