Reappoint Kevin Christian to a four-year term beginning on April 1, 2005 and expiring on March 31, 2009. 2. Reppoint Jean Anderson to a four-year term beginning April 1, 2005 and ending March 31, 2009: 3. Appoint Trevor Keith to fill an unexpired term beginning April 1, 2005 and ending March 31, 2006. 4. Appoint Tom Nuckols to fill an unexpired term beginning April 1, 2005 and ending March 31,2006. DISCUSSION Jean Anderson's term will expire on March 31, 2005. Ms. Anderson has reapplied. Kevin Christian's term will expire on March 31, 2005 and he has reapplied. During the beginning of the recruitment process, Darren Brown and Dixon Moore resigned from the Bicycle Advisory Committee, therefore, two additional vacancies exist to fill unexpired terms. After advertising and interviewing 12 applicants, the Council Subcommittee is pleased to recommend the reappointment of Kevin Christian and Jean Anderson to four-year terms and the appointment of Trevor Keith and Tom Nuckols to fill the unexpired terms.. Bicycle Advisory Committee (BAC) 1. Why do you want to be a member of the BAC? My desire to be a member of the BAC is to attempt making our community an excellent community to use and enjoy bicycles for all their functions. I sincerely believe that the use of bicycles as transportation can balance some of the negative impacts of growth(which SLO is facing)while increasing"community'. Bikes travel at a human speed helping to make you part of the communityyou travel through. To me,they are a vital part of creating and maintaining the"SLO Life'. I am currently a member of the BAC and serve as the Vice Chair. I have been a member since April 2004 when I was assigned a vacated position. The remaining term of that position was one year. I am currently leading a sub-committee whose task is to rewrite the existing projects in the SLO Bike Plan. The impetus for this work was the Montalban Bridge project issue. It brought to light a number of deficiencies which currently exist in the Bike Plan and some of its'projects. I have invested much personal time into this project and wish to see it through to the completion. My vision of the final product is a Bike Plan which is usable and understandable for all it's customers (City staff, Council,Planners,the Public,etc.). 2. What do you hope to accomplish? My current goals for the BAC are: Continue and complete work on revising the current bike plan making it an exemplary plan in the state. -Assist establishing an ongoing bicycle education program that will bring vehicular cycling awareness to: City Staff Police Elementary School administrators,teachers,parents and children -Create a system for timely feedback on issues related to hazardous road conditions (from a bicyclists perspective)to the appropriate City departments. The idea is to provide a no-cost communication and data gathering process for use in the continuous improvement of our city roadways. 3. Have you ever attended a meeting of the BAC or another City advisory body? If so, what observations did you make? Yes... I worked for 15 years for Time Warner.,A company which is "'thick"with politics. I have a good ability to bridge between differing perspectives and keep a focus on the goal. Most of my time with"Time"was spent in"work- group"or team environments which are similar to committees. I can handle personal criticism and do not feel that my ideas are the only/best ideas to consider in problem solving. I believe that others opinions and ideas ultimately are additive and will help create a better product(whatever it may be). I teach a course in"Quality Management"at Cal Poly. Some of the basic principles I cover which apply to my approach on the BAC(and in many areas of my life)are: • Customer Focus •Waste Reduction •Continuous Improvement(Plan,Do, Check,Act—cycle) • Control/Elimination of Variables •Empowerment/Ownership of process •Action based on supporting Data 5. In your view, what are some key bicycling issues in SLO? -Many gaps in the existing bike route,both Class I and Class II. -Traffic speed combined with congestion in key unavoidable intersections. -Lack of awareness of the vehicle code as it applies to a bicyclists rights and responsibilities(education of both cyclists and motorists). 6. This has been interspersed with work as a consultant for magazine publication quality and as a part-time lecturer at Cal Poly in the Graphic Communications department. The courses I have taught have been on the subjects of Personnel Management and Implementing Quality Management, both in the Graphic Arts industries. Prior to this I enjoyed a fifteen year career at Time Warner Inc where I held various positions in different divisions of the company. My career with them began in California, took me to New York, and then back home again. The focus of my work with Time was production and manufacturing of magazine publications. 12)97-58% My last position with Tune was as the west coast Regional Manufacturing Manager. At that time the western region was responsible for Time, Sports Illustrated, People,and Entertainment Weekly magazines; produced at the R.R.Donnelley plant in Torrance CA, and World Color Press in Merced. The total combined weekly print order exceeded three million copies.My responsibilities as an "on-site" customer ranged from product quality and paper waste management, to long range planning and process improvement. 5/93-12/97, During this period I worked for Entertainment Weekly Magazine as a Senior Production Associate in the New York offices. This was a self-managed group environment where responsibilities ranged from Imaging (scans, color corrections, page composition) to Production Control, Customer Service, and Plant Operations: Additional duties included first line technical support and training. During my final year with E.W., I was given the additional responsibility of Project Leader. In this capacity I implemented the transition from our proprietary (Scitex) workstations, to a desktop (Mac) environment. It included planning for equipment purchasing, new networks, and employee training—all with an efficient Computer to Plate work-flow as the goal. 10/89-50& During this period I worked in the Systems Development and Applied Technology Department of the Production Division. I began as a Field Systems Engineer, and finished with the posi- tion of Project Manager in the New York office.The major focus of my work in this department was the planning, installation, and implementation of Selective Binding and Ink Jet printing capacities for the twelve plants producing our work. Responsibilities ranged from equipment R&D, testing; and installa- tion; to serving as a technical liaison between multiple Time Inc. departments and the printing plants. 2/84-I0B9, I began my career with Time as a Systems Analyst at the Time office located in the Merced Color Press facility. Responsibilities consisted of all operational functions associated with the on site Satellite Communications, and Crosfield Imaging Systems. This included page reception and output, troubleshooting, personnel hiring and scheduling, technical support for other remote sites, and commu- nications liaison between the Printer and the Magazine Production Staffs. Why do you want to be a member of the BAC? I would like to join the BAC to help shape the direction the City takes regarding bicycle transportation in the city and surrounding areas. I actively promote the use of alternative transportation in my personal and professional life: I am excited for the opportunity to use my knowledge of city planning that I have gained through my education and work experience to help advise the City on future bicycling programs. I would like to continue the great work that has been already been done by the BAC. 2. What do you hope to accomplish? I would like to help continue and develop new safety and educational programs to promote safe biking in the City. I find that by having a tourist and university supporting City, many drivers are not thinking about the cyclists while driving. I would like to find the safest routes for cyclists in the City and promote them. I want to help set future goals for the City to increase the amount of bike lanes throughout the City. I would like to promote alternative transportation in the City. .3. Have you ever attended a meeting of the BAC or another City advisory body? If so, what observations did you make? Yes, I have attended several Planning Commission(PC) meetings. PC meetings are a great venue to discuss and educate the public on projects and the direction of the City. It is an asset to have a group that comprehensively understands transportation and planning issues in the City, hears what the public wants and then provides a recommendation to the City Council. ATTACHMENT 3 supplemental questionname—Bac pace s 4. What qualities, experience and expertise make you a good candidate for the BAC? I currently work as an Environmental Planner. In this capacity I evaluate projects for environmental impacts and assist with developing long-range policies and programs for different cities in California. I have worked on projects that incorporate bike trails and circulation systems. I have an understanding of the current bike system in the City because I currently commute to work on my bike and commuted by bike when I attended Cal Poly. In addition, I have previously taken several transportation classes and my graduate thesis involved evaluating different residential development styles to see which one was more successful at helping to facilitate residents to use alternative. transportation. 5. In your view,what are some key bicycling issues in SLO? I think that SLO could have more bicycle connections with the current bike paths. Along the same thought, I think that it is important to have continous bike paths linking destinations in the City and surrounding areas. I feel that biking safety in the City is always an issue. 6. Is there any additional information about yourself you'd like to share? (Please feel free to attach a resume,if you have one). I am very attached to the City of San Luis Obispo. I have attended Cal Poly for both my undergraduate and graduate degrees and now work in the downtown. I have lived in Many areas of the City during these times and have commuted by bicycle from all of them. More recently, I have become a city homeowner and hope to raise a family here in SLO and would like to see the future generations' have continued access to a bike- friendly city.
