Approve Specifications for CDBG Curb Ramp Installations " Specification 90463" 2. Authorize staff to advertise for bids. .3. Authorize award by CAO to the lowest responsible bidder if bid is within Engineer's Estimate. DISCUSSION This project is part of an ongoing program to construct sidewalk ramps. These projects are paid with Community Development Block Grant funds (CDBG), as they meet one of the basic criteria of CDBG funding to provide access to the disabled and as such are eligible for funding in all areas of the City. The ramps provide improved accessibility for people in the community and help implement the Americans with Disabilities Act. In accordance with the City's pavement management plan, sidewalk, drainage and ramp construction has been designed for Area 8. Curb ramps included in this project will be installed prior to paving and slurry sealing programs which will start later this year. Eighteen (18) curb ramps will be constructed at comers in Area 8 where no ramp currently exists, to provide accessibility and meet ADA requirements. Sixteen (16) curb ramps will be constructed at corners as a result of specific requests from disabled citizens. Public Works has received numerous requests from the public requesting curb ramps, after evaluation of the requested ramp locations; sixteen have been included in this project. These ramps are located at various intersections throughout San Luis Obispo as shown on Attachment 1. Eleven (11) existing comers located in the Downtown area, where sidewalks are flush with the pavement (street surface) are to be retrofitted with Detectable Warning Material (truncated domes) to meet current ADA requirements. A total of forty-three (43) existing street corners will be retrofitted with forty-five (45) curb ramps to meet ADA requirements. Attachment 1 provides a site plan of the areas of work. (_l. 0-1 Council Agenda Report—2003 CDBG Curb Ramp Installations—Project 90389 Page 2 CONCURRENCES CDBG curb ramps 1 thru 11 reside within the 100 year flood zone and as such are subject to NEPA (National Environmental Protection Act) flood zone review which takes longer than the typical NEPA review. This project is now in the process of obtaining environmental clearances from the Community Development Department and County Environmental Coordinator who oversees the CDBG program. NEPA guidelines allow for the project to advertise and bid prior to full NEPA clearance; however the project will not be awarded until environmental clearances are obtained. The expected date for clearance is May 1, 2005. Staff wishes to proceed as quickly as possible with the project in order to complete the ramp construction prior to paving. For this reason staff is recommending advertising now and delaying award, if necessary, for the NEPA clearance. FISCAL IMPACT This project is included in the 2003-2005 Financial Plan with $80,000 budgeted. Additional CDBG funds have been carried over from previous years in the amount of$111,000 for a total of $191,000 available for this project. Engineer's Estimate: $173,800.
