CAO RECOMMENDATION
1. Approve plans and specifications for"South Higuera Sewer Liner, Specification No. 90247".
2. Authorize staff to advertise for bids and authorize the CAO to award contract if lowest
responsible bid is within available funding.
DISCUSSION
Replacement of sewage collection pipes is an ongoing program to replace aging and
deteriorating infrastructure. This program has several objectives: 1) Ensure reliable removal of
waste; 2) Reduce the need for emergency repairs; and 3) Reduce the need for preventive
maintenance. Due to the large flows in the collection system in this area and the recent
reconstruction of Higuera Street, lining of the existing sewer pipe is preferred over traditional
open trench replacement methods.
Scone
The original project scope included the repair of existing sewage collection pipes from Madonna
Road to Prado Road. Plans and specifications were prepared and a cost estimate was developed.
The City has not lined a sewage collection pipe in many years and so does not have recent cost
data with which to develop an engineer's estimate. Instead, staff contacted the pipeline
manufactures' representatives and obtained and used their construction cost data.
The engineer's estimate indicates that the project cost will be greater than the available funding.
Staff has split the project into a base project, which would line the sewage collection pipe from
Elks Lane to Prado Road (the worst section of the pipe), and an additive alternate, which would
line the sewage collection pipe from Madonna to Elks Lane. If bids come in low enough, the
additive alternate can be awarded.
CONCURRENCES
Community Development Department has granted a Notice of Exemption.
FISCAL IMPACT
The base project is estimated at$749,975. An additive alternative is estimated at up to $352,520.
The project was budgeted for $750,000 in the second year of the 2003-05 Financial Plan.
Currently, the Collection System Improvements account has a balance of about $861,000.

The lowest responsive bidder will be determined based on the total base project bid,
qualifications and submittal of required references. Awarding of the additive alternate will only
occur if the base project, additive alternate, contingencies, and printing and testing costs are less
than $750,000 or additional funding becomes available.
