SUBJECT: RESERVOIR NO. 1 TRANSMISSION MAIN PROJECT: MIOSSI ROAD,
SPECIFICATION. NO. 99211
CAO RECOMMENDATIONS
1. Approve plans and specifications for "Miossi Road Reservoir No. 1 Transmission Main
Replacement Project, Specification No. 99211" and authorize staff to advertise for bids.
2. Authorize CAO to award the contract if lowest responsible bid is within available funds for
this project.
DISCUSSION
This project involves replacing/rerouting approximately 930 meters of 90+ year old welded steel
transmission main that serves the City's Reservoir No. 1. The existing line is deteriorated and has
required numerous repairs in recent years. The new main will be rerouted through private property
along the edge of the abandoned old State Highway 101 known today as Miossi Road from the
entrance of Cuesta Park to the base of Reservoir No. 1. This new route is slightly shorter and also
eliminates the need to cross San Luis Creek as well as 2 crossings under Highway 101. An easement
for the transmission main was obtained from the property owner in May of 2003. The plans and
specifications are complete and the project is ready to bid.
CONCURRENCES
1. Community Development Department has determined that this project will not cause
significant harm to the environment and has filed a mitigated negative declaration of
environmental impact in accordance with state CEQA requirements..
2. Permits have been granted from the Regional Water Quality Control Board, State Department of
Fish and Game and the Army Corps of Engineers.
3. Pending encroachment permits from Caltrans and the State Department of Water Resources are
expected to be issued within 4-6 weeks. Staff will advertise the project after the permits have
beenissued.
FISCAL IMPACT
This project is included in the 1997-99 Financial Plan. Estimated Construction costs are shown
below:

Currently, the Water Distribution Improvements account has a balance of about ,$492,000, taking
into account other projects underway. Staff recommends transferring $200,000 from the.
groundwater development capital project into distribution improvements to support this project.
The Council has deferred work on the groundwater development project since the City is
proceeding with participation in the Nacimiento project.
