LAW ENFORCEMENT BLOCK GRANT
CAO RECOMMENDATION
1. Approve grant application submittal to the Justice Assistance Grant Program for a 2005-06
Local Law Enforcement Block Grant in the amount of$17,137.
2. Authorize the Chief of Police to execute all grant related documents.
DISCUSSION
Per the City's Grant Management Policy, staff requests approval from the City Council to submit a
grant application to the Justice Assistance Grant (JAG) Program for a 2005-06 Local Law
Enforcement Block Grant (LLEBG)in the amount of$17,137. The funding is intended to support
activities to prevent and control crime and improve criminal justice systems.
The City has participated in the II G program annually for at least eight years. However, this
year the grant program restructuring resulted in a number of changes, including:
1. LLEBG is now under The Edward Byrne Memorial Justice Assistance Grant (JAG)
Program. JAG replaces the Byrne Formula and 1.1 G programs with a single funding
mechanism to simplify the administration process.
2. The 1.1 G program expenditure period was previously 24 months, whereas the JAG
program expenditure period is now 48 months. The longer expenditure period will allow
agencies to allocate funding to projects that required more time for planning, acquisition and
implementation and will allow for greater accumulation of multiple grant awards. This
could provide greater flexibility to support more comprehensive projects and/or programs.
3. The procedure for allocating JAG funds is a formula based on population and crime
statistics in combination with a minimum allocation. The allocations for 2005-06 resulted in
a state allocation reduction and a local allocation increase when compared to 2004-05.
In October 2004, staff reported to Council on the downward funding trend from the I I F G
program and the 2004-051 J G expenditure plan was developed to minimize the potential

for on-going impacts to the City should the funding source continue to decline. It is
important to note that with the 2005-06 program restructuring the state, in fact, is realizing a
reduction in funding while local funding allocations are increased! The historical
allocations for San Luis Obispo are illustrated below:

4. LI G formerly required City matching funds in an amount equal to 10% of the grant
award. Under JAG, City matching funds are not a requirement.
The purpose of this report is for approval to submit the grant application and to summarize the grant
program changes. Staff will return to Council for approval of an expenditure plan after a formal
grant award is received.
FISCAL IMPACT
There is no negative fiscal impact.
ALTERNATIVE
Do not submit a grant application to JAG for LLEBG funding. Staff does not recommend this
alternative as this funding opportunity supports Police Department goals, consistent with City goals
and objectives.
