SUBJECT: $7,945 OFFICE OF TRAFFIC SAFETY GRANT ACCEPTANCE
CAO RECOMMENDATION
1. Accept Office of Traffic Safety mini-grant award in the amount of$7,945.
2. Authorize the Chief of Police to execute all grant related documents.
DISCUSSION
The State of California, Office of Traffic Safety offers grants to local law enforcement agencies for
seat belt safety enforcement efforts during the California Seat Belt Compliance Campaign
(CSBCC). Due to the high success rate of the CSBCC mini-grant program, the statewide allocation
increased from$2 million in 2004 to $2.5 million in 2005. The CSBCC goal is to increase seat belt
use statewide from 91% to 94% compliance this year through the combined efforts of the California
Highway Patrol, California Office of Traffic Safety and local law enforcement. The program
strategy is to focus public information and enforcement on persons who fail to use seat belts during
the mobilization period. The Office of Traffic Safety will coordinate the public information element
of the campaign in May 2005 using the slogan, "Click It or Ticket". The mini-grant will reimburse
San Luis Obispo police personnel overtime salary and benefit costs for sergeants, officers and
support staff for seat belt enforcement activities during a three week (May 16 through June 5, 2005)
mobilization period that includes the Memorial Day Holiday.
At this time, staff requests Council acceptance of the $7,945 Office of Traffic Safety mini-grant and
authorization for the Chief of Police to enter into a contract with the State and to execute all grant
related documents.
FISCAL IMPACT
Matching funds are not required. There is no negative fiscal impact.
ALTERNATIVE
Decline to accept grant award and do not participate in the California Seat Belt Compliance
Campaign. Staff does not recommend this alternative, as efforts to maintain and increase public
safety and improve traffic safety in the community are consistent with Council adopted public
safety program objectives.
