The SLOCOG Board received the Executive Director's Report; which indicated that the 6-year
Federal Transportation Bill had been reauthorized(TEA 21) and that it contains $19 billion, up
28% for Califomia. Even with this, California is a donor state,receiving a 90.5% return on its
contribution.
Congress memberThomas has included in the Federal budget a.request for$33.46 million to
widen Rte. 46 between Paso Robles and Shandon, and Congress member Capps has included a
request for$400,000 for the Bob Jones Bike Path between Avila and San Luis Obispo. These
are both subject to Senate and Presidential approval.
SLOCOG approved the Regional Transit Plan, which is a document that outlines transportation
needs until the year 2025. One modification made at the last minute, at my request, was
inclusion of a project study report of near term improvement options to relieve traffic congestion
on Highway 1 between 101 and Westmont Street. I further requested that this study be done
early in the planning process since the City had first requested this study in 1999.
The Regional Transit Plan Report projects level of service E or F (near gridlock) for Santa Rosa
and 101 from Pismo Beach through San Luis Obispo. Studies will be conducted for means to
relieve that congestion.
SLOCOG also made a finding that there were no unmet transit needs which meet all the criteria
to mandate additional service. However, there were many operational improvements
recommended to individual operators of the transit system throughout the County.
