SUBJECT: THERAPY POOL
CAO RECOMMENDATIONS:
As recommended by the Parks Recreation Commission, approve the design concept of the
therapy pool at the SLO Swim Center.
DISCUSSION

In 2003 Council approved the addition of a therapy pool at the SLO Swim Center as a Major City
Goal. That approval was conditioned on no monies from the General Fund being used to
construct the pool.
Through the approval of Proposition 40 by the voters of the State of California in March of 2002,
$225,000 became available and was allocated to this project. This level of funding is a major
consideration in the design of this project.
Pool Design.
In 2004, Rowley International was hired to determine the feasibility of a therapy pool and to
provide a preliminary location and size based on budget and site constraints. In January, 2005,.
Rowley submitted a pool design that works within the budget that was based on the concept of a
shared tot pool/therapy pool.
As proposed, the therapy pool will replace the current tot pool on the deck of the SLO Swim
Center. This allows the mechanical equipment for the new pool to be located in the current tot
pool equipment room. The result is a significant savings in construction costs for equipment,
which in turns translates into a much larger therapy pool. The proposed therapy pool is
approximately 1,250 square feet, which is more than twice as large as the current tot pool (a
design concept is included with this report as attachment 1).
The therapy pool will function very effectively as a tot pool. Tots will have a defined space in
the shallow end of the water that is 18 inches deep, which is the same depth as in the current
pool. The warmer water will make it usable year round. Currently, tots and younger children
must transition from the 18 inches water directly to the shallow portion of the main pool that is 4'
deep. This can be a very difficult transition. With the completion of the new therapy pool,
children will begin to learn how to swim in water that gradually changes from 18 inches to 4 feet.
The design of the pool bottom, with steps in the mid-point, requires the approval of the San Luis
Obispo County Environmental Health Department. Staff and the design consultant believe that

this is a special use pool, and, as such, that the steps are acceptable. If the Health Department
does not agree, then the pool bottom will be changed to a more gradual entry, sloping from the
shallow to deep ends. This will not change the basic design of the project.
The deeper portion of this pool that will be used for therapeutic activities is approximately 750
square feet. It will be accessible by the steps or from two hydraulic lifts. The pool will
accommodate over 20 participants for activates such as exercise classes and water walking.
Likely users of the pool for therapeutic programs will be:
1. The elderly;
2. Persons with disabilities;
3. People engaging in rehabilitation programs due to injuries;
4. Individuals with medical situations requiring exercise as part of a rehabilitation program.
Citizen Input on the Design
Since a number of pool users are likely to be senior citizens, staff has carefully considered the
potential for conflict among the different user groups. Loud excited young children might not
mix with older individuals desiring a quieter peaceful recreation experience. Such concerns can
easily be accommodated with proper scheduling. Staff is now working with potential users to
determine their needs and scheduling preferences. For example, a presentation on the pool
design was made to the Board of Directors of the Senior Citizens Center in March. Two of the
members of the board are regular swim center users. The entire board expressed satisfaction
with the design even though many different age groups would share the pool. It was noted that
the pool will be available for many hours every day, so sharing was not concern. Staff has also
reviewed the proposed design with regular Swim Center users, many of whom are seniors.
Again, the sharing issue was not considered a problem.
Public Art a Functional Part of the Pool
There is $23,100 allocated for public art at the therapy pool. This amount is achieved by
combining the public art allocation of several smaller capital projects with the funding from the
therapy pool project. Staff is proposing that the public art component for the therapy pool be a
wind and shade structure. The uniquely designed structure would most likely be of metal,
although a number of design options could emerge from the Request for Proposals.
A major concern expressed by pool participants is exposure to the sun and the cold temperature
on the deck caused by the wind. An original artistic structure can address these functional
concerns and provide a unique public art feature at the Swim Center.

Staff is anticipating a July 2006 opening of the therapy pool and is making the necessary plans to
be ready to program at that time.

CONCURRENCES
The Parks and Recreation Commission reviewed and approved this design concept at their April
6, 2005 meeting. A copy of the minutes is included as attachment 2..
The Joint Use Committee has been briefed on this concept on several occasions and its
comments included in the design. The Committee will formally review the design at its April 26,
2005 meeting. The results of that review will be forwarded to Council by April 28, 2005.
FISCAL IMPACT
Construction
The proposed budget for the pool is as follows:
Study and Design $25,000
Construction . _ $167,000
Contingency $33,000
Total $225,000
Public Art $23,100
Operations
The costs of operating the pool must be off-set by additional revenue. The proposed operating
budget for the therapy pool is:
Maintenance and utilities $15,000
Additional staff for programming $ 5,000
Total $207000
There are several options to generate this revenue which include the followings Increase the
current user fee of$2.50 by 20-25 cents; increase the fees charged to user groups; charge a fee for
therapeutic programs; and rent the therapeutic pool for rehabilitation activities. It is likely that
some combination of all of these options will be used.
ALTERNATIVES
The other option is to build a separate therapy pool and retain the existing tot pool. This is not
recommended because the size of the pool (400 square feet) would be less than 1/3 of the size of
the proposed pool. Essentially this option is a large backyard hot tub which would not be very
useable for therapeutic activity.

Robin Perrin, Aquatic Recreation Supervisor,presented this staff report.
Commission discussed the item.
Recommendation:
Endorse the design concept of the Therapy Pool and the SLO Swim Center and forward to the City
Council for approval.

4. San Luis Obispo Railroad Museum Presentation
Brad LaRose, President of the San Luis Obispo Railroad Museum, informed the Commission on the
Freight House restoration project and the progress of the Railroad Museum.
Commission discussed having future Railroad items come back as an action item before going to
Council.
(Griffin/Lemieux) Pyper abstained from discussion and vote due to being on the Board of Directors.
5. Bob Jones Bikeway and Environs at the Wastewater Reclamation Facility
Paul LeSage presented this staff report.
Commission discussed the item.
Recommendation:
Recommend to the City Council that the Concept Plan for the Bob Jones Bikeway and Environs at
the Wastewater Reclamation Facility be approved, including:

SUBJECT: Follow up information related to Agenda item C3 - Therapy Pool on the May 3,
2005 City Council agenda.
1. Joint Use Committee — the Joint Use Committee endorsed the Therapy Pool design concept at
their April 26, 2005 meeting. A copy of the minutes is attached.
2. Pool Design — In the staff report, it is noted that the current pool design concept requires the
SLO County Environmental Health Department to designate it a special use pool. In the event
that they do not, a second design concept with a sloping bottom has been prepared. The basic
elements of the design do not change. A copy is attached to this memo.
3. Support from seniors - A copy of a petition circulated in support of the Therapy Pool at the
Senior Center is attached. This petition was circulated after staff met with the Board of the
Senior Center.
4. Other community support letters are also attached.

Recreation Manager Fitzgerald reported no change in the Joint Use Fund balance, which
currently stands at$173.71.

MOTION: (May, Conner)Elect Nancy Cochran Chair and Ed Thoma Vice Chair for the
Joint Use Committee. Motion rescinded by May and Conner after further discussion.

Joint Use Committee; approved 6-0-1, Committee Member Knight absent.
Committee Member Thoma will assume the role as Chair at the May meeting.
BYLAW REVIEW
Recreation Manager Fitzgerald reviewed her staff report and recommended a change in
the bylaws reflecting the appropriate name for the meeting location.
MOTION: (Thoma, Conner) Approve the following change to the Joint Use Committee
bylaws: under Section V, change the meeting location from the San Luis Obispo
Recreation Center to the Ludwick Community Center, and have changes forwarded to the
City Council for approval; approved 6-0-1, Committee Member Knight absent.

Parks &Recreation Director LeSage went over the Major City Goal on Cooperative Use
of Sports Facilities and shared comments on his trip to sites in Salinas, San Jose and
Milpitas that have synthetic turf fields.
SWIM CLUB CONTRACTIUSE FEES
Recreation Supervisor Perrin presented the staff report on the Seahawk Contract for use
of SLO Swim Center. David McDevitt, representing the Seahawks, was present and
answered questions regarding the contract.
MOTION: (Lewis, Kriet) Approve the contract with the San Luis Obispo Seahawks for
use of SLO Swim Center and have the concurrence forwarded to the City Council;
approved 7-0.

Meeting was adjourned at 1:00pin to the May 24, 2005 meeting.
