Executive Director Report: Funding from Proposition 42 is included in the Governor's May
revised budget. If finally passed,this will result in approximately $199,000 per year for San
Luis Obispo streets.
The Federal Transportation Reauthorization for 2004-09 (TEA 21) is in its final review
and includes a California share of approximately$19 billion (up 28%). Of special
interest to San Luis Obispo is the inclusion of$400,000 for improvements to the Bob
Jones Bike Path. There was a discussion of increasing the return of gas tax revenues to
donor states such as California from 90.5% to 92.6%, which will result in an increase of
$2 to $3 million for California over the next six years.
Federal Transportation Improvement Process (FTIP) is proceeding. Significant funds are
being set aside for San Luis Obispo for transit projects, the Bob Jones Trail, and the Mid-
Higuera widening, all of which have been approved by SLOCOG.
The programming schedule for the Regional Transportation Enhancement Program(TE),
which will result in additional funds for the Orcutt Road widening and the Bob Jones
Bikeway, is delayed until Federal guidelines and environmental clearance issues have
been resolved. These funds will probably be prioritized for Federal submission this fall.
SLO Transit Performance.Audit: The city received some criticism in the recent performance
audit due to a late submission of audit information and the considerable difficulties the city had
during the past several years with greatly reduced ridership, caused somewhat by the departure
of the memory schedule for bus service. With the decision by the City this past year to return to
the memory schedule, to raise fares, and to configure routes, the San Luis Obispo transit service
is greatly improved, and we are once again above the 20% fare box ratio.
Cal Trans Project: CalTrans is in the process of studying operational improvements at various
locations along Rte. 101. One of these improvements is the provision of auxiliary lanes in both
directions between Broad and Marsh Streets. The project study report is nearly completed,

Unmet Needs Study: The city received some public criticism recently on the performance of
Rte. 3, which serves the outer Johnson Avenue area. The Council will recall that this route
serves several handicapped individuals, who require considerable time for loading and off-
loading. In response to this situation, Council approved implementation of a 40-minute headway
schedule, which will improve on-time performance (although it does move away from the
memory schedule for bus service).
