CAO RECOMMENDATION 1. Adopt a resolution accepting a grant from the State of California in the amount of$110,000 to assist with preparation of the South Broad Street Corridor Plan, and 2. Appropriate $130,000 for this work; $110,000 in State grant funds and$20,000 in carryover expenditure savings from 2004-05 in the Community Development Department operating budget. DISCUSSION Situation We recently received notice that the City's application for a Community-Based Transportation Planning Grant has been selected for funding (Attachment 1). Community Development Department staff submitted the grant application last October to help fund the South Broad Street Corridor planning effort, with a total cost of $130,000. The matching grant would cover $110,000 of project costs, with the balance coming from a required City match of $20,000. Before the City can enter into a grant agreement and receive funding, it must formally authorize acceptance and participation in the grant program. Purpose South Broad Street Corridor enhancement was a Major City Goal in the 2003-2005 Financial Plan. As envisioned, the "Broad Street Village Plan" will focus on neighborhood building and revitalization. The corridor is ideally situated to implement now widely-accepted transit oriented development principles. It could be a place where people live, work and play in close proximity to schools, parks, shopping, jobs and services, and be linked to the City and region through several transit modes. In addition, as discussed in the Housing Element, the "Little Italy" area may offer opportunities for low- and moderate cost housing with convenient access to jobs, services, Downtown and the nearby Railroad Transit Center. The goal is to create a sense of place for the Broad Street corridor, improve transportation alternatives and access to services, enhance streetscape aesthetics, and establish a detailed program for public and private improvements and development standards along a one-mile stretch of Broad Street between High Street and Orcutt Road, east to the Union Pacific Railroad right-of-way. ���i I 1 Community-Based Transportation Planning Grant Page 2 Workprogram and Grant Benefits The Broad Street Village Plan will focus on neighborhood building and revitalization through intensive public participation. Building upon May 2004 public "visioning" workshops, this planning process will utilize direct neighborhood involvement in land use planning and design. The City will select a consultant and appoint an ad-hoc community advisory body to seek broad participation and input into planning the area's future. Planned work program features include a kickoff neighborhood forum to inform and inspire neighborhood residents and businesses, community opinion survey, multi-modal transportation assessment, 3-D graphic simulation of build out alternatives, design charettes, and other techniques to solicit a wide range of ideas, views and experiences. The anticipated project results include: 1. Increased public awareness and neighborhood involvement/pride 2. Public Opinion Survey 3. Improved data on key planning and community factors 4. Opportunities and constraints presentation 5. Concept plan alternatives 6. Final Planning Report and Draft Village Plan The South Broad Street Corridor Plan is currently not funded in the 2005-07 budget, and consequently, staff anticipated a more limited workscope focusing on land use/rezoning studies. The State grant would allow a more comprehensive, community-based planning effort that also addresses housing, circulation, and urban design. The City's.Deputy Community Development Director, Long Range Planning, will be responsible for overall project supervision, and a Senior Planner in the Community Development Department will be responsible for direct project management. Limited technical support will be provided by Public Works, with additional assistance provided by Department clerical staff, planning interns and other staff, as needed. The estimated time frame for completion of the Draft Plan is 18 months. FISCAL IMPACT Matching City funding for this project is available through carryover expenditure savings in the Community Development Department's 2004-2005 budget. Given the one-time nature of this cost, the importance of this project in accomplishing an important City goal, and our ability to leverage State funds for this project, staff supports allocating the necessary City match funds to proceed with the planning process. WHEREAS, the City of San Luis Obispo has been selected by the California Department of Transportation to receive a Community-Based Transportation Planning Grant for the South Broad Street Corridor Enhancement Plan; and WHEREAS, the South.Broad Street Corridor enhancement was a Major City Goal in the 2003-2005 Financial Plan and continues to be an important planning objective for all City residents; and WHEREAS, as envisioned, the "Broad Street Village Plan" will focus on neighborhood building and revitalization; and, WHEREAS, the City Council supports the City's participation in the Community-Based Transportation Planning Program to assist the City in this important planning effort. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of San Luis Obispo as follows: SECTION 1. The Council hereby authorizes the City to participate in the California Department of Transportation's Community-Based Transportation Planning Grant Program in connection with the South Broad Street Corridor Enhancement Plan, including grant application, acceptance of a State grant of $110,000, grant implementation and allocation of $20,000 in City funds for the required match.
