SUBJECT: Donated Sponsorship of "Prevention Minute" Crime Prevention Radio
Program
CAO RECOMMENDATION
Approve the proposed donated sponsorship by SESLOC Federal Credit Union of the Police
Department's "Prevention Minute" radio programming.
DISCUSSION
In September of 1999 the City Council approved Resolution No. 8965 which addresses
guidelines for individuals,community groups and businesses which may want to make donations
to the City in either cash or in-kind contributions that enhance projects, facilities, and programs.
As part of the Police Department's Four Point Crime Prevention program, the popular
"Prevention Minute" radio series is heard on four Clear Channel outlets covering different
demographics within the City. This programming has been very cost effective, in that it reaches
large numbers of listeners throughout the area using short and memorable radio spots. The
current budget for the "Prevention Minute"program is $7,000 per year. The programming is
designed and administered by Barnett Cox &Associates (BCA) pursuant to the Police
Department's service contract with the firm. Rising media costs could jeopardize the future
viability of the program in light of the City's challenging financial situation.
Staff was.notified by BCA that SESLOC Federal Credit Union, a locally owned and operated
financial institutions was interested in sponsoring the "Prevention Minute" and absorbing the
$7,000 annual cost of the program. In exchange, SESLOC would be acknowledged as a sponsor
in the introduction of each"radio spot. The current introduction reads:
"The Prevention Minute; a public safety service of the San Luis Obispo Police Department,
providing vital information to help protect you."
This would be changed to the following introduction or one very similar:
"The Prevention Minute a public safety service of the San Luis Obispo Police Department and
SESLOC Federal Credit Union, providing vital information to help protect you."

SESLOC would pay the program costs directly to BCA. The City would not have to receive or
process the funds. The Police Department's contract with BCA would be modified accordingly,
and the savings would be used to cover increased advertising costs in other areas of crime
prevention programming.
FISCAL IMPACT
The $7000.00 donation of radio broadcast time would allow the "Prevention Minute" to continue
airing and offset rising media costs for other components of the Four Point Crime Prevention
Program during the 2005-07 fiscal cycle.
ALTERNATIVES
Do not approve the sponsorship. This alternative is not recommended. The approved 2005-07
budget for the Four Point.Crime Prevention Program is expected to fall short due to rising media
costs.This sponsorship will allow the Police.Department to continue funding the program.
