SUBJECT: REQUEST FOR PROPOSALS FOR PARKING METER COIN
COLLECTION SERVICES, SPEC.NO. 90530
CAO RECOMMENDATION
1. Approve and authorize distribution of the Request for Proposals for Parking Meter Coin
Collection Services, Spec.No.90530.
2. Authorize staff to advertise for proposals.
3. Authorize the CAO to execute a contract with the selected firm if the cost is within the
budgeted sum of$41,000.
DISCUSSION
The City has a long=standing policy of using a contractor-, where appropriate, for on-going
operations and services. The City currently contracts with FSC Collections for parking meter
collections-. The 5 year contract with FSC expired on June 30, 2005. It wasthen extended for 90
days until September 30,2005
Workscope. The contractor is responsible for providing parking meter coin collection services, in
accordance with the tasks and frequencies detailed in the request for proposals(RFP).
Contract Terms. Public Works is proposing a four-year agreement, with an option to renew for
another two years,with annual cost increases based on changes in the consumer price index.
Review Process, The RFP calls for the.proposing firms to submit two sealed envelopes: the first
with a qualifications proposal (including general information, references, and insurance
information)and the second with a price proposal. The RFP then lays out the following three-phase
selection process:
I. The review team opens the qualifications proposal and selects three to five firms for follow=up
interviews.
2. The review team interviews the selected fines and ranks them.
3. The review team then opens the submitted price proposals from the top-ranked firms and
recommends contract award, considering the best pricing on a per collection basis as compared
to the other evaluation factors.

Under the three-step process outlined above, the proposals will be rated based on experience and
expertise, approach to completing the work, their understanding of the workscope and proposed
compensation. In short, contract award will not be based solely on price, but on a combination of
factors as determined to be in the best interests of the City.

Budget available for this service is $41,000 and funding will come from the Parking Enterprise
Fund, account-number 50600-7227.
