I'm particularly concerned about the ability to transport those in our hospitals and nursing homes.,I'm also interested in ways to prepare and organize volunteers who would be ready to help. I had meant to deliver this message to you last night, but family matters prevented me from attending your meeting. I hope you will pursue this matter in the same way you took up the need to advance our URM timetable after the San Simeon earthquake. In discussions with.Sandy Duerr, it sounds like The Tribune will be looking into this matter as well. I'm sure you want to be ahead of the curve.. Thank you. I look forward to that of the interim chief. I was aware of the CERT program. I'm afraid I can't take it this go 'round because it meets on Wednesday evenings (Planning Commission conflict). It's certainly an important program. . I was also thinking along the lines of-more passive preparation. For instance, compiling a list of SLO residents with row boats and canoes who could help rescue people in a flood. Compiling a list of people who'd be willing to transport ambulatorynursing home residents in case of an evacuation and giving them directions in advance on which facility to go to. (This is top of mind to me since I'm within walking distance of Woodside Nursing Home, the Alzheimer's center, and Las Brisas.) Organizing a cellphone list of volunteers who could help. Most cell phones have text messaging and.it's fairly easy to do a broadcast text message to multiple phones. (Clearly this assumes the cell phones are working.) Etc. My assumption is that we're pretty well prepared here, but I do worry about the mass evacuation scenario both for those who can drive (traffic jams) and those who can't. OMy name is Tom Zeulner and I am the Interim Fire Chief for the City of San Luis Obispo. It is my intent and pleasure to address some of your concerns expressed-in your Z "Letter to the Editoe'on Wednesday, September 7,2005 and in your emails to the San -1 Cw7 LU Luis Obispo Council Members on.September 7,2005 and to Ken Hampian on September M Q 10,2005. 00 The preservation of life, property and the environment is an inherent responsibility of LU local,state, and federal government. In the City of San Luis Obispo, we have for many w IrLtu years maintained and updated Emergency Operations Plans to help ensure that our 0 responsibility is met. Our current plan is undergoing an update at this time and when completed will become an extension of the County and State Emergency Plan. The City's Emergency Operations Plan is a multi-hazard plan which addresses the following areas that could.impact the City of San Luis Obispo: Earthquakes, Nuclear Accidents,Hazardous Material Releases, Storms and Flooding, and Wildfires. The new Plan will also cover Transportation Emergencies,Tsunami Threats, Aircraft Incidents, Civil Disturbance and Terrorism. Additionally, when large public gatherings or events occur that may impact the life and safety of the citizens of San Luis Obispo; such as Mardi Gras, more focused and detailed Incident Action Plans are formulated to meet the challenges of the specific incident. Nearly a year of planning was done for Mardi Gras 2005.The highly successful implementation of the plan involved personnel from nearly every City department, as well as over 400 law enforcement personnel from more than 35 different agencies. While no plan can completely anticipate all events, good plans and procedures carried out by knowledgeable and trained personnel can minimize losses. The backbone of our plan is the Incident Command System(ICS). ICS is a nationally recognized emergency management tool,primarily for command and control of response resources in the field. All large emergencies in the City of San Luis Obispo are managed by using ICS, whether it is a flood emergency or police emergency. Each`incident will have an Incident Commander(IC)as the person in charge. As needed, the IC will appoint someone to handle the Operations side of the incident, someone to handle the Logistical (food, shelter,transportation)needs of the incident,someone to handle the Planning functions of © The City of San Luis Obispo is committed to include the disabled in all of its services, programs and activities. Telecommunications Device for the Deaf(805)781-741a the incident and if needed... someone to handle the Financial documentation of the incident. The City has an Emergency Operation Center(EOC) at Fire Station#1. In the event of a large scale emergency, all city senior staff and department heads would be called to the EOC to handle different functions of the Incident Command System. As a side note,our EOC was opened and staffed during the San Simeon earthquake. Our City continued to function under the control of Fire Chief Knabe as Incident Commander with the assistance of all other city departments. We,the City; continued to function under a coordinated plan of checking all City buildings, hospitals,the downtown core (including URM buildings),schools and all City utilities. While this was going on we sent Mutual Aid to Paso Robles from our Police,Public Works and Erre Departments. The Mardi Gras 2004 riot demonstrated the need for a temporary EOC in close proximity to the area of Foothill and California Boulevards.That area was the "flashpoint"for Poly Royal-related violence in 1989 and 1990,in addition to the events of 2004. The Ludwick Community Center was identified as a suitable location, and it has now been outfitted to function as a base for emergency operations. The Center was utilized as the EOC during Mardi Gras 2005. The City is currently involved in a multi-million dollar radio upgrade project,which will provide all City departments with state-of--the-art digitally trunked radios for more effective communication. This radio upgrade project ties directly to the new Communications Center that will soon be constructed at Fire Station,#1.The Center is slated for completion in February of 2008. Our ability to communicate during a major disaster is further enhanced by our choice of cell phone carrier,Nextel. Nextel,with it's "direct connect"radio function was instrumental in keeping communications up and running at the World Trade Center Attack and the Seattle Earthquake when all other radio and cell phone communications were interrupted. In addition to normal police, fire and public works radios during a large disaster,we also have the capability to receive and send messages via HAM radio from our Emergency Operations Center at Fire Station#1. Local HAM radio operators will come and operate the HAM radio during a large disaster and communicate with other local cities and the county when phone lines are down. Another very important factor in our ability to handle moderate to major emergencies in the City of San Luis Obispo is our predetermined local and state Mutual Aid agreements. We, City Police,Fire and Public Works rely heavily on our surrounding city and county counterparts to help out when we need extra assistance. We ask for local assistance fust including county resources and then we go to the State to get more assistance if needed. One example of that was the riot during Mardi Gras 2004 in which 300 police officers headed to San Luis Obispo from as far away as Los Angeles when a request for assistance was made under the Law Enforcement Mutual Aid System. Approximately 100 of those officers arrived in SLO and helped to quell the riot, while the response of the other 200 was cancelled while they were enroute. 2 A second example was the Las Pilitas Fire in 1985 when a large wildland fire was threatening the eastern side of the City of San Luis Obispo. After all local and county resources were committed to the fire, a request for an additional 80 fire engines was placed through the State Office of Emergency Services to assist with protecting the City. The extra fire engines showed up just in time and the eastern part of the City was saved with damage to only two residences and several outbuildings. This scene was repeated in 1994 when the Highway 41 Fire threatened the northern edge of the City of SanLuis Obispo. No buildings were damaged because of a large mutual aid contingency. In your letter you mentioned.Diablo Canyon. It is because of Diablo Canyon and it's Federally Mandated requirements for Emergency Response that the City and the County of San Luis Obispo have access to an emergency warning system, large scale(mass) evacuation plans,lists of disabled persons and persons who need transportation.assistance during an evacuation or emergency. The County Office of Emergency Services plans and coordinates annual mandated drills and exercises that focus on the Diablo Canyon Emergency Plan. This is great annual training that the City participates in each year.. Lists of disabled persons and persons without transportation are maintained and updated by the County Office of Emergency Service annually. They forward this information to the City of San Luis Obispo which is downloaded into our Computer Aided Dispatch System at the Dispatch Center located at the Police Department.In the unlikely event that one or both of our local.hospitals would need complete evacuation, we would most likely have a large scale emergency to deal with and the EOC would be opened and staffed to handle this situation using the Incident Command System. One of the positions we would staff would be a Transportation Officer. This person would work with the hospitals, local ambulance service and the bus companies to transport any and all persons needing transportation to a new location. All senior living facilities,nursing homes and hospitals would be contacted and their transportation needs addressed at the time of the incident. You also asked about preparing and organizing a volunteer force in the community in advance of an emergency or disaster. The San Luis Obispo City Fire Department has been preparing its citizens to become self sufficient for up to 72 hours after a large scale emergency and to help their neighbors when possible. This program is called C,E.R.T., Community Emergency Response Team. The program is designed to help prepare the citizens of the City. The basic premise of the program is based on the not-so-well-known reality that in the event of a large-scale disaster,it is very possible that the typical emergency service workers that you rely on during the day-to-day norm may not be available to assist you immediately, as you might normally expect. This is simply a supply-and-demand issue. As with many facets of life,it is necessary to prioritize the large number of emergencies that may occur during a major disaster. It is suspected that in the event of a disaster, your emergency professionals will be dealing with what are considered"high level"emergencies and will be unable to respond to"low" or "moderate"level emergencies for 48 to 72 hours. 3 The primary intent of the CERT program.is two fold.First,itis to assist our citizens in learning basic preparedness skills for all types of disasters. The second primary component of the program is to teach team concepts so that those trained in the CERT program can assist others if they so chose. This program has trained over 500 people in the last 7 years.The course is a 20-hour class that is taught during,four evening.sessions and one Saturday morning. We have.a database of all CERT graduates with their phones numbers and can request their assistance in a large scale disaster. There are a limited number of spaces, so pre- register by phone., The next class will meet on October 12, 19, 26,November 2 and November 5,2005. At the September 20,2005 Council meeting,Ron Alsop from County OES and I will. give an update on the City and County Emergency.Response Plans to the City Council.
