HomeMy WebLinkAbout09/20/2005, BUS 2 - ENDORSEMENT OF INTERGRATED REGIONAL WATER MANAGEMENT PLAN FOR PROPOSITION 50 GRANT APPLICAITON council Mac�Dre September 20,2005 j accn6A aepont "� z CITY OF SAN LUIS OBISPO FROM: John Moss,Utilities Director Prepared By: Dan Gilmore, lilies Engin SUBJECT: ENDORSEMENT OF INTEGRATED REGIONAL WATER MANAGEMENT PLAN FOR PROPOSITION 50 GRANT APPLICATION CAO RECOMMENDATION: By motion, endorse the Integrated Regional Water Management Plan prepared by the San Luis Obispo County Flood Control & Water Conservation District (County) for the Proposition 50 grant application, and authorize the Mayor to execute a letter of endorsement to the County. DISCUSSION. The State Water Resources Control Board. and the State Department of Water Resources are cooperatively administering the Proposition 50 Integrated Regional Water Management (IRWM) Grant Program. The grant program will provide up to $50,000,000 for qualifying proposals that are designed to increase water supply reliability, foster regional'water management, reduce pollution, and enhance or restore the environment. As part of the grant application process, the County has developed an Integrated Regional Water Management Plan (IRWMP) that includes several qualifying projects in the region. The highest priority project is the Nacimiento Water Supply Project, in which the Cityis a major participant. Another project included in the plan involves the cleanup of historic mercury mining sites within the Nacimiento watershed. The other projects in the IRWMP include'. the Nipomo/Santa Maria Water Line Inter-tie, the Los Osos Sewer and Wastewater Treatment Facility, and the Lopez Water Treatment Plant Upgrade. Much more detail on these projects is included in the IRWMP. The guidelines for applying for IRWM grant funding requires that the lead agency prepare and adopt an IRWMP. Each responsible agency involved in the associated projects is encouraged to endorse the plan and the County's approach to regional water management through inter-agency cooperation. FISCAL IMPACT: If successful, the Proposition 50 IRWM grant program could result in up to $50,000,000 in funding for regional water managementprojects. The County's highest priority project is the Nacimiento Water Supply Project; in which the City is a major participant. Any grant funding received for this project will help offset the City's costs for Nacimiento water, and would likely result in a decrease in projected rate increases. z-� Endorsement of Integrated Regional Water Management Plan Page_2 ALTERNATIVES: Do not endorse the Integrated Regional Water Management Plan. This alternative is not recommended, since there are no costs associated with the endorsement, and the grant application has the potential to save City water customers a substantial amount of money. The presentation of the plan by Paavo Ogren, Deputy Director of Public Works for the County, was very informative and thorough.
