The Council of Governments met Wednesday, September 7`s: Areas of special interest to the
City of San Luis Obispo are as follows:
1. The Executive Director reported that the President had signed the transportation bill
(SAFETEA) which included approximately a 30% increase in overall funding, with an
allocation to Highway 46 east of Paso Robles, for the Santa Maria Bridge on 101, and to San
Luis Obispo for funding for the Bob Jones trail. One important action of the authorization is
that California will now received 92¢back for every dollar that it pays in gas tax rather than
the traditional 90.50,resulting in a significant increase in highway funding for California in
the future.
2. Workshops are scheduled throughout the County to consider the 2050 Program for planning
for the region. The workshop for Central County is scheduled for October 15th, from 8:30 to
1 p.m. at Grace Church, 1350 Osos Street. All Council members are invited to attend if they
wish.
3. A surprise announcement at the meeting is that Pismo Beach has turned down (by a 4-0 vote)
the long-planned project to connect Price Street between the downtown and the Five Cities
Shopping Center, thus relieving traffic congestion on the 101. This has been a ten-year on-
going effort by CalTrans, costing over$3 million. There is $14 million_ available for
construction, which will now be available for distribution among other agencies.
4. An announcement was made that the legislature will not place a transportation bond measure
on the 2006 ballot. This is good news for San Luis Obispo since it allows the City's sales tax
measure a greater chance of passage.
5. Staff reported that the California Transportation Commission announced allocation for left-
turn channelizadon on Broad Street (SR 227) and South Street. This will relieve some of the
chronic congestion that has occurred at that intersection in recent years.
6. SLORTA announced that the number of passengers on the county-wide transit.system had
increased significantly in 2004/05.. A great deal of this can be attributed to the great increase
in SLO Transit's ridership during that time.
