REPORT IN BREIF As part of the City's Traffic Safety Program, the Public Works and Police Departments have completed the fourth annual Traffic Safety Report (TSR). The TSR reviews all intersections and street segments in the City for collision rates and patterns for calendar year 2004. Based on these patterns, recommendations are made for altering or monitoring the five most critical locations of each intersection and street segment classification. Of these locations the most notable are: Laurel at Orcutt,Chorro at Pismo,Buena Vista at Garfield,El Mercado at Madonna,and Osos at Pacific. DISCUSSION The collision data and corresponding analysis was compiled and completed by the Public Works Department in August of 2005. The TSR identifies patterns at highest collision rate locations of similar classification. We then narrow each list and analyze the top five locations to identify possible mitigation to address safety issues. For example, all arterial segments are compared to each other to establish the highest rate locations that will potentially receive mitigation or safety improvements. The analysis technique utilizes an advanced collision records software program that aids staff in determining collision patterns and potential corrective measures. In order to determine if corrective measures could reduce the likeliness of a collision type identified in the pattern, a comprehensive review of each location is conducted including a survey of the field conditions and travel behavior. The significance of a location's "collision rate" is that it is a "normalized" indicator when comparing intersections or street segments. Under most conditions, the more vehicles entering the intersection, the more likely a collision is to occur. The collision rate is the ratio between the volume of vehicles and the number of collisions. Collision rates are used by police departments to target traffic enforcement and by engineers to establish traffic safety mitigation measures. Collision statistics within this report are based on actual police reports. While the TSR reviewed over thirty (30) high collision rate locations, many high incident locations were in construction zones or other temporary situations that no longer prevail. As such, many locations have received a recommendation for continued monitoring. The TSR makes eight recommendations to improve traffic safety at the remaining high collision rate locations. Of these 3 - � 2004 Annual Traffic Safety Report Page 2 nine recommendations, two are low cost measures that have already been implemented or are in the process of being implemented. Five are high cost measures that are carried over from previous year programs and are currently under construction or design. One other high cost measure is part of planned future improvementprojects (Orcutt/Laurel) and finally, one high cost measure (Buena Vista/Garfield) will require additional funding for improvement as recommended in the fiscal analysis section of this report. Key tables and figures excerpted from the TSR provide a valuable insight to trends and results of our previous actions. Analysis Results &Safe Trends Figure 3.1 of the TSR shows the six-year comparison of'total traffic collisions that have been reported within the City of San Luis Obispo. Although traffic collisions have been on an upward trend in San Luis Obispo for the four year period from 1999 to 2002, in 2003 the number of reported collisions actually dropped and was the lowest in the three years of the traffic safety program. There were 1,092 total collisions reported in 2003 and 1,206 in 2004. Although still down by 4% since the beginning of the Annual Safety Program,total collisions in 2004 increased 10%over those experienced in 2003. Figure&I -Sua Year Collision Trend 1,300 1,206 1,200 _ 1,1 i .092 1,100 1.02 i 1,000 910 90D i 800 700 - - 1999 2000 2001 .2002 2003 2004 Safety Program Begins - One reason that this increase may have occurred is the significant amount of construction activities throughout 2004, including such large scale projects as the Foothill bridge closure, the County Administration building, City office & parking structure construction, the Court Street project and Downtown seismic retrofitting. Many of the streets and intersections surrounding these locations experienced significant traffic diversion and congestion and increases in collisions. Overall, approximately 40%of the high collision rate locations in 2004 were within or directly adjacent to construction zones. Figure 3.2 shows trends of six-year injury collisions. Injury collisions, a primary benchmark of traffic safety indices, were up by 2% in 2004 compared to 2003. Injury collisions as a percentage of all collisions have historically been on the rise (25% in 2002 and 28% in 2003); however, in �3 -a 2004 Annual Traffic Safety Report Page 3 2004 the injury collisions as a percentage of all collision was 26%, 2% lower than the previous year. Figure 3.2=Six Year I*"Collision 330 - - - - , -. 309 .. 307 315 310 290 269 2 ' 270 65 250 - 230 50 230 - 1 210 190 - i 170 i 150 - 1999 2000 2001 2002 2003 2004 Sajety Program Begins 2004-Fatalities Traffic collisions resulting in fatalities occur randomly and often do not occur at intersections with high collision rates;rather, they are usually the:result of unique situations and conditions (including driver error) that often may not represent typical conditions correctible by mitigation. A high collision rate is generally indicative of deficient roadway conditions that may be correctable by mitigation or alteration. As such, fatality analysis, while very important, should not be the sole focus for safety mitigation. However, traffic fatalities are often high profile incidents that receive the most attention from the public, media and Council. Over the past six years,the City has averaged 2 fatalities per year.. Four fatalities were reported in 2004 within City limits. Of these, two occurred on Highway 221 (Broad Street), which is under State (Caltrans)jurisdiction; one of these was related to "driving While under the influence" (DUI): Of the 2 fatalities that occurred within City streets, one was an exhibition of speed violation and the other was a speed violation attributed to "driving while under the influence". 33 2004 Annual Traffic Safety Report Page 4 — - Table 12 of the TSR compares injuries and fatalities by year to demonstrate this point. These include installation of additional signing and striping, miscellaneous visibility improvements, traffic control changes, and they will be implemented by staff. Some of the notable locations and recommended mitigations include: Location Ranking- Mitigation/Notes Marsh/Santa Rosa 1 A/A This intersection has been in the top five of its class for the last 5—PED four years. The predominant collision pattern involves signal head visibility. Signal modification construction is scheduled to begin in ly January 2006. LaureuOrcutt 2—A/A This intersection has been in the top five of its class for the last 2—PED three years. Predominant collision pattern has been EB Left Vs. I —BIKE WB Through. The City was just notified that we received a State Hazard Elimination Grant to help fund part of this improvement. Chorro%Pismo I —A/C This intersection has been in the top five of its class for the last three years. Bulbouts may be installed as part of redevelopment of adjacent property. Additional .sight distance may be ne I cessaryor traffic control may need to be modified. Osos/Pacific 6-A/L - This intersection has been in the top five of its class for the last two years. Predominant pattern is Right angle collisions. Install curb extensions and move stop bars forward. Buena Vista/Garfield I —L/L Intersection temporarily realigned April 21', 2005. One pedestrian only reported collision during trial period. Remove temporary delineation and install permanent curb, gutter, and sidewalk. Currently an unfunded project. El Mercado/Madonna 3--0ther Sig. Continued WB collision pattern for LT traffic.Need to improve signal head visibility. Ranking Classification: A- Arterial, C-Collector, L- Local, O- Other types (not in high rate list), PED-Pedestrian, BIKE —Bicycle � -y j 2004 Annual Traffic Safety Report Making permanent improvements at the intersection of Buena Vista/Garfield is the only significant improvement project that has been unfunded. The Fiscal Analysis section of this report discusses this issue in more depth. 2003 Traffic Safety Report: Completed.Safety Improvements Each year we report on traffic safety mitigation.implemented as a result of the previous year TSR. Pursuant to recommendations in the 2003 Annual Traffic Safety Report, various safety improvements were implemented throughout the City during 2004. These included three (3) sight distance improvements, seven (7) signing & striping reconfiguration improvements, two (2) roadway configuration improvements and three (3) pedestrian and bicycle improvements. Additionally, five (5) traffic signal improvements were completed or are in progress. Attachment 1 contains a full list of these completed improvements. Three significant projects will be implemented now that funding has been appropriated in the 2005-07 Financial Plan.They are:. Project Approved Budget Madonna/El Mercado Signal Improvement _. _ _ _- - _$35,000_ Madonna/Pereira Intersection im rovements $35,000 - - -- - Osos/Pacific VisibilityIr-riprovements $45,000 --- -------- ----- -- - Two other intersections: Johnson/El-la and Higuera/Granada were funded for traffic signal installation and should improve traffic safety. 2004 Bicycle& Pedestrian Safety Review Table 4:1 of the TSR shows the annual comparison of total pedestrian collisions. Attachment 2 shows specific pedestrian collision information as identified in the safety report-for the types and locations of collisions that occurred. Pursuant to Council direction we now include additional information in this report on whether the motor vehicle or pedestrian/bicyclist was at fault for each collision. City of San Luis Traffic Collision Database 2004 Annual Traffic Safety Report Page 6 In general the number of annual pedestrian collisions fluxuates up and down as seen in the past six years. There were 41 total pedestrian related collisions reported in 2004, 41% higher than the previous year but at the same level as 2002. Of these collsions, approximately two-thirds (63%) were caused by the motor vehicle involved in the crash. In general bicycle collisions have been on an upward trend over the past six years. However, in 2004, bicycle collisions were 7.4% lower than the previous year. There were 50 total bicycle related collisions reported in 2004. Table 4.4 of the TSR shows the annual comparison of total bicycle collisions while Attachment 3 to this report shows specific bicycle collision information as identified in the safety report for the types of collisions that occurred. It is interesting to note, that for the first time in four years motorists were the primary cause of bicycle.related collisions. For the three years prior; bicyclists were primarily at fault approximately 60% of the time. Although pedestrian and bicycle collisions have been increasing over the past few years; these collisions are often difficult to mitigate. This is because they are primarily non-correctable incidents attributed to cyclist,driver; and/or pedestrian negligence. These PSA's address the predominant bicycle and pedestrian collision types occurring in the City.and suggest how to avoid them. In addition, the Police Department hosts the `Bicycle Rodeo", an annual bicycle safety education event that teaches proper bicycle riding techniques to children in the community. CONCURRENCES The City of San Luis Obispo Police Department.has reviewed the 2004 Annual Traffic Safety Report and concurs with its findings. J �� 2004 Annual Traffic Safety Report Page 7 FISCAL IMPACT Most of the mitigation strategies identified the 2004 Traffic Safety Report will be funded from the 2005-07 Financial Plan through the allocation of $15,000 annually for safety related purposes. It is important to note that due to the significant budget shortfall, the annual allocation for traffic safety purposes was reduced by $20,000 annually (prior year allocations were $35,000). As discussed in this report, there is one "higher" cost mitigation strategy that will cost more than currently exists in the adopted budget. This project includes the reconfiguration of Buena Vista at Garfield and Monterey and conversion of the successful temporary mitigation devices to a more permanent improvement. The current estimate for this project is $125,000. Staff will continue to refine this cost estimate and the final project design and will return to Council with funding recommendations at a later time, possibly as part of the mid-year budget recommendations. The engineering safety program is in its fourth year of operation and in order for it to continue to be successful, a prolonged commitment both financially and through staff resources is necessary to properly implement safety .mitigation and reduce collisions. Similar to the Pavement Management program, annual expenditure commitments will be necessary (even in difficult financial times) if it is the goal of our City and community to improve traffic and pedestrian and bicycle safety along our roadways.
