SUBJECT: EL CHORRO REGIONAL PARK LIGHTED SOFTBALL FIELDS
SPECIFICATION No. 90269
CAO RECOMMENDATIONS
1. Approve the plans and specifications for "El Chorro Regional Park Lighted Softball Field's",
Specification No. 90269.
2. Authorize Staff to advertise for bids and authorize the CAO to award the contract if the
lowest responsible bid is within the Engineer's Estimate of$346,000.
DISCUSSION
On February 19, 2002, the City of San Luis Obispo entered into an agreement with San Luis
Obispo County to provide improvements to the softball fields at County operated El Chorro
Regional Park in exchange for the use of the softball fields by the City Parks & Recreation
Department's Adult Softball League. The past few years have seen an increase in the number of
adult softball teams in the City and not enough fields to schedule games for all teams. By
utilizing the County softball facilities at El Chorro Park and adding lighting and other
improvements, the City can involve more teams and schedule more games during the entire
softball season. This project was a Major City Goal in the 2001-03 Budget.
The main improvement to the fields is the installation of lighting to allow for league games in the
evenings. On October 19, 2004, the City authorized the sole-source purchase of lighting
equipment from Musco Sports Lighting for this purpose. This purchase was implemented due to
the rising cost of steel at that time and the cost savings to the City by purchasing directly from the
manufacturer. Installation was slated for early 2005 but due to staff workload schedules was
delayed and construction is now scheduled to start in early January, 2006.
Other improvements are lighting, paving and striping of an adjacent parking lot, improved
service road drainage, new barrier netting and poles, new field irrigation systems, new infield and
warning track materials, fencing repairs and new gates, expanded infields with extended base
paths and a small maintenance equipment storage shed.
CONCURRENCES
This project has the approval of Parks & Recreation, Parks Maintenance and Public Works
Departments of the City Of San Luis Obispo, Department of General Services Parks Division of
San Luis Obispo County, Camp San Luis Obispo and the California Department of
Transportation.

Based on the Engineer's Estimate, there is a funding shortage of$41,000 to construct the entire
scope of the project. To allow more flexibility in awarding the project, the plans and
specifications have been set up to include alternate bid items. The base bid includes the
installation of the field lighting, poles & netting, road improvements, fence.repairs and bollard
installation. The alternate bid items are items of work that should be done to essentially
complete the project but could be deferred to a later date. If bids come in higher than estimated,
the City should be able, at a minimum, to award the base project. If bids come in as expected or
lower than the Engineer's Estimate, the City may be able to award the base bid along with field
irrigation and field improvements alternate, parking lot improvements alternate, equipment shed
alternate or all three of the alternates. For purposes of award, the low bidder shall be the bidder
with the lowest"Total Project Bid".
ALTERNATIVES
1. City Council Award If the lowest Total Project Bid received is over the Engineer's Estimate,
the Council can determine which, if any, of the alternate bid items shall be included for
construction along with the base bid items. The Council may also decide .to provide
supplemental funding for the inclusionof some, or all, of the alternate bid items to the
construction of the base bid items. .
2. Deny the Project Currently, there are only two fields available for play by the Adult Softball
League teams in San Luis Obispo, Sinsheimer Park and Santa Rosa Park. In recent years, the
Parks & Recreation Department has had to turn down the applications of teams for the adult
softball league due to the lack of playing fields. The addition of El Chorro Park will allow more
teams in the league and give more players playing time. Also, it will allow the scheduling of
baseball games for the Cal Ripken youth teams at Sinsheimer Park. Denying the improvements
at El Chorro Park will continue to limit participation in recreational activities at the other City
facilities.
