IMPROVEMENTS
CAO RECOMMENDATION
1, Receive report on Bill Roalman Bicycle Boulevard Phase II signal improvements and other
improvements.
2. Transfer $26,125 in traffic signal grant monies from the Bill Roah= Bicycle Boulevard
project to the Broad Street/Pacific Street Traffic Signal Installation project to complete
necessary signal interconnect.
DISCUSSION
On May 3, 2005 Council considered the bid package for the Broad/Pacific, Marsh/Osos and
Marsh/Santa Rosa traffic signal projects. As part of that bid review, staff recommended
transferring $26,125 of traffic signal interconnect money from the completed Bill Roalman
Bicycle Boulevard Phase I project: This money istraffic signal interconnect grant money
received from SLOCOG and can only be used to install signal interconnect in City streets.
As part of the public testimony, bicycle advocates including the County Bicycle Coalition, asked
Council to keep the signal money on the Bill Roalman project and requested staff review
improved bicycle detection at the intersection of Santa Barbara/Morro Street to improve bicycle
crossings for bicyclists exiting the Bicycle boulevard and accessing the Railroad Transportation
Center. After discussion, Council directed staff to investigate the issue, return to Council with
recommendations and deferred transfer of the interconnect money until the issue could be
resolved. Minutes of that meeting are attached.
Since that meeting staff has investigated the signal detection issue. While not the norm, the
requested bicycle detection is similar to bicycle detection strategy used in other high bicycle
oriented cities such as Portland and Seattle. In essence a bicycle detection device is installed on
the corner and then in order to allow the bicycles to cross the intersection freely, an exclusive
phase is called to allow them use of the intersection without vehicle conflict. If done correctly,
the loss of green signal time for the vehicle movements is not substantial because under current
signal operations, when the pedestrian push button is used, the signal clearance timing to allow
the pedestrian crossing sets the total time devoted to the side street movement. Figures 1 and 2

depict a similar system being used in Portland that has been successful in improving the bicycle
crossings and reducing the motor vehicle conflicts.
Staff has researched the costs associated with the installation of this additional detection and
because it is not `off the shelf' equipment it will be more costly than just installing a loop
detector and additional signal heads. The estimated cost of the purchase and installation of the
equipment is $25,000. This cost may be more if it is difficult to locate the appropriate equipment
or if staff has to manufacture the special bicycle signal heads.

Staff believes this modified signal detection will assist bicyclists using the intersection without
detriment to the overall operation of the signal operations and motor vehicle movements. If
successful, this detection methodology may be useful at another problematic location
(Foothill/California) that has similar issues with assigning right-of-way to bicyclists.

The traffic signal bicycle detection improvements and other Phase II work on the Bill Roalman
Bicycle Boulevard (changing of stop signs and additional markings and signage) are scheduled to
be completed in early 2006.
FISCAL U*4PACT
The Bill Roalman Bicycle Boulevard project has approximately $11,600 in design moneys remaining
and$100,000 for construction of Phase II and III improvements. $26,125 of the construction money is
for traffic signal interconnect only and can not be used for the bicycle signal or other work on the
bicycle boulevard. The remaining $73,800 in construction money can be used for the signal
installation and the Phase II improvements to the facility. Once these projects are completed staff will
determine what, if any, of the Phase III improvements (traffic diverters and bulb outs) should be
installed.
Similar to the recommendation in May, staff recommends that the $26,125 in signal interconnect
money be transferred to the Broad/Pacific Signal Installation project to help fund the interconnect
costs.
CONCURRENCES
The bicycle detection improvement issue has not been formally reviewed by the Bicycle Advisory
Committee but they are aware of this issue, and the improvements are fully consistent with their goals
and objectives of improving bicycle facilities within the City and focusing improvements along the
Bill Roalman Bicycle Boulevard.

The Executive Director of the Bicycle Coalition has been informed of the recommendation for the
installation of the bicycle detection and may attend the Council meeting to offer support for the
project.

Mayor Romero stated that he believes traffic accidents at the Marsh Street intersections at
Santa Rosa and Osos are the result of problems with the timing of signals and with the
Marsh Street flashing crosswalk.
ACTION: Moved by Mulholland/Settle to 1.Approve plans and specifications for
'Trafflc Signal Installation-At Broad Street&Pacific Street,Including Traffic Signal
Modifications At Marsh Street&Santa Rosa And Marsh Street&Osos Street,
Specification No.90440". 2.Authorize staff to advertlse for bids and authorize the
CAO to award contract If lowest responsible bid is within available funding. 3.
Amend to approve full fundlna for the signal at Santa Barbara and Morro Streets
Interconnect at Broad and Pacific Streets,and to leave the Roalman project funding.

PUBLIC HEARINGS
1. PUBLIC HEARING ON THE 200506 PROGRAM OF PROJECTS FOR THE 2005-06
FEDERAL TRANSIT ADMINISTRATION(FTA)GRANT.
Public Works Director Waiter and Transit Manaaer O'Dell presented the staff reporL
Mayor Romero opened the public hearing. There were no speakers. Mayor Romero closed
the public hearing.
ACTION: Moved by Ewen/Mulholland to adopt Resolution No.9675(2005 Series)to
approve the FTA 5307,FY 2005.06 Program of Projects; motion carried 5:0.
2. ABANDONMENT OFSANJUAN DRIVE.
Public Works Director-Miter and Summisino Engineer Livlck presented the staff report.
Council questions and discussion ensued.
Mayor Romero stated he Is opposed to the abandonment because the procedure followed
could result In conditions not met by the applicant,thereby clouding the property title.
Damien Mevis.applicant,stated that the abandonment would allow him to consolidate three
lots Into two,resulting in more buildable area He Is aware of his neighbors'concerns
about falling rocks,trash dumping and an increase In property tax assessment,but atated
these are unllkely to occur. He Will meet the abandonment conditions within the next year.
Mayor Romero opened the public hearing.
Michael.Villarreal.San Luis Oblspo,stated that he and his neighbors are opposed to the
abandonment,and are concerned about maintenance,Increases In property taxes,property
accessibllity,slopes,falling rocks and trash dumping. He asked Council to send the item
back to the Planning Commission,or consider making the right of way open space closed
to the public.
Mayor Romero closed the public hearing.
ACTION: Moved by Mulhokland/Setlle to adopt Resolution No.9676(2005 Series)as
recommended by the Planning Commission to abandon San Juan Drive,subject to
the recommended conditions;motion carried 4:1 (Romero).
