The petition voices their concerns regarding safety issues on South and King Streets as a result of Kimberly Macias' death. Attached is an example of the typical pages submitted. Approximately, 755 signatures were affixed to the petition. The entire petition is in the Council's reading file. Mr: Cooper asked that Council be alerted that they will be at the Council meeting to speak during the Public Comment Period. In addition, he indicated that members of the press will be-present. It is staffs recommendation that, in the interest of time,the Mayor ask that no more than three persons represent the petitioners in making their public comments. As you are aware,we have a very heavy agenda tomorrow night with others in attendance for several already scheduled matters. Regarding South Street, staff can report that we have been discussing this issue with Caltrans staff, and one meeting has already been held with them. Staff is also working to schedule another meeting with Caltrans,to include the Mayor. A representative of Caltrans is expected to attend the meeting tomorrow night and can also provide a brief report. The October 31'It fatality on South Street was tragic and emotions are understandably running veryhigh. However,when it comes to traffic safety,what may appear to bean obvious"quick fix" solution can actually make a situation less safe. This is a petition to resolve safety matters concering the comers of South St. and King_ St. located in San Luis Obispo, CA. We pray that at the least we may have the addition of more street lamps so there can be better visibility for traffic and pedestrians. A life was cut short. Mr. Hedrick submitted a similar complaint to the staff 2-3 weeks ago, which was reviewed and did not result in any evidence that a noticing violation has occurred. In this case there is yet another instance of late posting of Meetings that pretain to the Mixed Use Project at 3592 Broad Street. Last month I noticed a posting that wasn't there earlier for a meeting but it was the day after the meeting. The thing is that the posting looked like it was brand new and was in perfect shape considering that it rained a third of an inch at the begmmg of the week. The posting did not show any evidence of even getting a drop of dew on it. Last year we went round after round about the posting problems at this project address and promises were made and the excuses that were made mentioned that it was a "SNAFU" but there is a problem that there is a continuing pattern of "SNAFU"s that apparently can not be corrected by your promises and under your watch they have continued to be the normal pattern of violations of the State Meeting Laws and the Trust of the Public. • There is a Continuing Problem with the Lack of Mailed Notices to those in proximity to the project and to those individuals who have specificly requested to be notified of meetings concerning this project. I personally have been renewing my request at the counter periodicly usually in writing and somehow my name keeps getting bumped from the requesting notification list. This is another breach of the State Public Meeting Laws that seems to be stuck in a pattern of violating the Citizens Rights and Trust. These multiple instances of amnesia are not serving the publics right to know and are another count on the City's growing list of violations of my Civil Rights. • My attention has been directed to a posting for this meeting that has been handed to me by another Concerned Citizen who found a posting on the ground in the neighborhood for something or other schedualed for a meeting on this night. The problem is that the meeting data and specifics are written in Secrete Meeting Ink and is not even close to legible. Maybe some crime lab can discern what the message on the posting is. That is certainly an option considering all the other instances of violations of State Meeting Laws that this Governing Body seems to collect about its record. I have provided a copy of the Notice in Question and I would like to emphasise Question since that is what it has raised with me. • There is the Ongoing Problem of the lack of response to complaints and issues of pulic interest. Even when complaints are made with a specific request for a reply, there seems to be a black hole that the correspondence goes into for which there is no reply. I have also notice that some of my correspondences in conection with issues that I have with the City which were requested to be placed into the Public Record or Attached to Active Files being concidered by City Governing Bodies have been removed from the Public Records. There Will be a accounting for this someday. These abuses of the Public Trust and the disreguard for the Laws of the State are just part of my reasons for Filing for Candidacy for the Office of Mayor of San Luis Obispo, California for the 2006 Election. I would certainly hope that you amend your organized crime ways and start treating the citizens of this town with more respect and break with your habits of showing a propensity of making a pattern of violations of State Meeting Laws. Last Saturday I noticed a posting for a public meeting concerning the project at 3592 Broad Street for the previous day. The sign was in perfect shape considering that it rained.a third of and inch at the start of the week. The more likely conclusion is that the sign was not posted for the ten days prior to the meeting.. I am on that street every day and I did not notice the posting in the required time frame either. This continues the pattern of legal posting "SNAFU"s concerning this property. Also to note is that my name must have been removed again from the list of persons requesting to be notified of any meetings concerning thisproject, as I did not receive the requested notification. I have previously experienced my name being mysterously being removed from the mailing list for meeting notification and this is also a continuation ofa pattern_ of abuse of my rights under state meeting law.
