SUBJECT: LOS OSOS VALLEY ROAD MEDIAN PROJECT- PHASE 2,
SPECIFICATION NO. 90527
CAO RECOMMENDATION
1. Approve plans and specifications for"Los Osos Valley Road Median Construction Project—
Phase 2: Descanso to Prefumo Canyon Road, Specification No. 90527" and authorize staff to
advertise for bids.
2. Appropriate $150,000 in approved State grant revenue to the project budget,
3. Authorize CAO to award the contract if lowest responsible bid is within available funds for
this project.
DISCUSSION
In 2000, the City applied for and received a $300,000 grant to install landscape medians on Los
Osos Valley Road (LOVR) for thepurpose of visually enhancing the roadway corridor. With the
approval of the grant, the project was included in the City's 2001-03 Financial Plan. The project
intended to include four medians from Royal Way to the western city limits. Plans and
specifications were prepared and Council at their April 15, 2003 meeting authorized the solicitation
of bids. Due to the high bids received, a contract was awarded for construction of only one of the
four medians—Diablo to Descanso.
Anticipating a funding shortage, Council, at their August 21, 2001 meeting, authorized staff to
apply for a Regional Transportation Improvement Program (RTIP) grant for additional funds. The
grant was approved; however, funds where not allocated by the state until this year(FY 05-06). On
May 26, 2005 the California Transportation Commission allocated $150,000 of RTIP funds for
construction of landscaped medians on LOVR. These funds should cover the cost of the median
located between Descanso and Prefumo Canyon Road..
The plans and specifications are complete, and a "Request for Authorization to Proceed with
Construction" has been submitted to Caltrans for approval. The project can be advertised once
authorization is received which staff anticipates will be before Council approves the plans and
specifications. If not, advertisement of the project will be delayed until Caltrans authorization is
received.
CONCURRENCES
1. The design of the Los Osos Valley Road medians from Royal way to the West City limits
was reviewed by the City's Architectural Review Commission (ARC) on March 17, 2003.
2. Environmental clearances have been obtained from the Community Development
Department and Environmental Office of the California Department of Transportation.

FISCAL IMPACT
Upon appropriation of the grant.monies into the project account there will be $150,000 to support
this project. The engineer's estimate follows-

In addition to the $150,000 Grant, there is approximately $14,000 in General Fund money
remaining in the Phase 1. project account (90253) that could be used to supplement this project.
Staff will recommend transferring the remaining General Fund money to the project account if
additional funds are needed after bids are received.
ALTERNATIVES
Defer the construction._ If this project does not proceed, the grant monies will be forfeited and
reallocated to another area of the County.
