SUBJECT: 2006 STANDARD SPECIFICATIONS AND ENGINEERING
STANDARDS FOR CONSTRUCTION
CAO RECOMMENDATION
Adopt a resolution approving the 2006 City Standard Specifications and Engineering Standards
for Construction Projects and rescind the previous resolution.
DISCUSSION
For many years the City has maintained a set of Standard Specifications and Engineering Standards.
These two documents outline the guidelines and requirements for construction on City projects and
for construction of private development work within the City's tight of way or within future City
parks. City projects presented to the City Council for approval to advertise for construction are
typically in the form of a set of plans along with a document called the "Special Provisions". The,
plans and Special Provisions identify for the specific project; the specific conditions which must be
met. These specific conditions are either not covered in the Standard Specifications and
Engineering Standards or are different from the standard practice for some reason. The Standard
Specifications and Engineering Standards are referenced for all items, conditions, or issues which
are not specified in the project plans or Special Provisions.
The City Standard Specifications are based on the State of California Department of Transportation
Standard Specifications. The City references the State book with modifications and changes written
in where appropriate to meet City needs and wants. The State book covers many standard contract
issues and legal requirements such as labor laws, payment, and liability. The City specifications
focus on construction the State does not normally handle such as municipal water and wastewater
systems, and parks. The Engineering Division updates these documents annually to reflect changes
in construction law,practices,or materials, and to add clarifications.
Staff continually monitors the workability of these documents and generates suggested revisions.
These suggestions come from all areas of the organization, although are primarily.generated by the
Public Works and Utilities Departments. Changes are generally intended to add clarification, close
loop holes or update standards to current practices and materials. The requested changes are
reviewed by engineering and development review staff and recommended for approval to the City
Engineer and ultimately to the City Council.
This year's revisions to both the Standard Specifications and the Engineering Standards are few and
minor in nature. Most of the revisions are modifications or clarifications to existing specifications
or standards that will not have an impact on the cost of construction or development. One new
standard implemented in this year's revisions is a requirement that new and replaced storm drainage
inlets contain a painted stencil which reads "NO DUMPING = DRAINS TO CREEK". This is
2006 Standard Specifications and Engineering Standards Page 2
intended to increase the awareness of the environmental issues of storm drain runoff and will assist
in the City's compliance with new regulations of the National Pollution Discharge Elimination
System (NPDES) which have recently been mandated by the State Water Quality Control Board.
Staff has completed the needed revisions to the City Standard Specifications and Engineering
Standards and the changes are now ready for formal Council adoption.
CONCURRENCES
Affected departments have submitted changes for inclusion in the Standard Specifications and
Engineering Standards.
FISCAL IMPACT
There is no fiscal impact associated with this action.

A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN LUIS OBISPO
APPROVING REVISED STANDARD SPECIFICATIONS AND
ENGINEERING STANDARDS FOR CONSTRUCTION
WHEREAS, the Public Works Department is responsible for maintaining Standard
Specifications and Engineering Standards establishing quality requirements and contract conditions
for construction; and
WHEREAS, the Standard Specifications and Engineering Standards must be periodically
updated to allow for changes in construction practices and contract law;and
WHEREAS, legally adopted Standard Specifications are necessary to provide "design and
plan immunity thereby protecting the City from possible liability,
BE IT RESOLVED,by the Council of the City of San Luis Obispo as follows: .
1. Approve the revised City Standard Specifications and.Engineering Standards.
2. Rescind Resolution No. 9628 (2004 Series) approving the previous editions of the
Standard Specifications and Engineering Standards.

SUBJECT: Amendment to Item C-6
During agenda review this morning, Council Member Mulholland asked if language could be
added to the Standard Specifications and Engineering Standards for Construction that requests
better information related to trees that are not to be removed. While staff has already been
working to improve submittals in this regard, staff also agrees that including-language in our
standard specifications would help, too. Attached is proposed added language:

.Tree diameter shall be accurately rep_ resented. Drip lines shall be shown for any tree not
permitted for removal..
Grading, utility and landscape plans shall not be combined on the same sheet.
Curves shall show radius, delta, curve length and control for BC and EC to allow
construction.
External References (xrefs)
Xrefs shall be bound to or inserted in the drawing in which they are needed for printing.
Xrefs used during design, but not displayed for printing shall be detached.
User Coordinate System (UCS)
When:rotation is necessary for plotting, a UCS shall be used in lieu of rotating the drawing
out of,thd original orientation..
Stationing
Stationing shall be north to south or west to east running left to right on the paper.
Beginning stationing shall be tied to an existing centerline intersection. Coordinates for the
beginning station and ending station shall be shown on the plans. Alignments and
stationing should be on a street centerline when work.will occur within a street. Profiles can
be generated either on the centerline or offset, as long as their location is clearly defined on
the profile.
On City funded projects (Capital Improvement Program,) stationing for different streets in
the same project shall not have duplicate stationing numbers.
Ex: A Street Waterline— Sta 1+00 to Sta 3+58, B Street Paving — Sta 4+00 to Sta 6+97
