Walter, Director of Public Works Prepared By: Matt Horn, Civil Engineer SUBJECT: NEW BISHOP WATER STORAGE TANK SPECIFICATION NO. 90232B CAO RECOMMENDATION 1. Approve the plans and specifications for the "New Bishop Water Tank", Specification No. 90232B. 2. Authorize Staff to advertise for bids and authorize the CAO to award the contract if the lowest responsible bid is within the Engineer's Estimate of$1.5 million. DISCUSSION Background The existing Bishop water storage tank has been identified in the Water System Master Plan as a system deficiency. The Water System Master Plan recommends upgrading the existing water storage tank. Increasing the storage capacity at this site will provide increased fire protection and enhanced operational reliability and flexibility. On October 7, 2003 the City Council authorized an agreement with Black and Veatch Corporation to prepare plans and specifications for a new 750,000 gallon water storage tank. The new tank will require a larger site. Staff pursued and obtained from the County of San Luis Obispo a larger easement for the new tank and for construction. On December 6, 2005 the City Council authorized the purchase of the easement. On December 23, 2005 the easement closed escrow and was recorded. Current The City's design consultant has completed the plans and specifications for the new tank and staff is seeking authorization to seek bids and award a contract if the lowest responsible bidder is within available funding. Due to the specialized nature of this construction, staff anticipates using an outside inspection service for portions of the work, in particular the welding of the tank and coating application. General grading, structural work and landscaping will be overseen by engineering staff. CONCURRENCES On February 2, 2004; January 3, 2005; and February 22, 2005 the Architectural Review Committee reviewed the proposed new tank for visual, aesthetic and landscaping issues. On March 7, 2005 the Architectural Review Committee granted final approval and certified the environmental document for the new Bishop water storage tank. FISCAL IMPACT The Bishop Water Storage Tank project is identified in the 2001-03 Financial Plan. This project will be funded from the Water Distribution Plan Implementation Account, as recommended in the Project Funding table below. The other recommended funding transfers have to do with timing and/or alternative funding sources. The Transfer Pump Station Upgrade remains an important project and will be funded as part of the Water Treatment Master Plan Improvement Project (addressed in a separate report at this meeting). The $180,000 from Water Mains Airport/Margarita is from the 2004-05 budget, while $156,000 in 2005-06 budget remains available for water mains in the Airport/Margarita area. The Airport Area projects will fund waterline installations when new roadways (Prado Road, etc.) are constructed in the Airport Area. These projects were identified in previous budgets but actual timeframes for construction of new roadways is unknown. These projects are funded through area specific impact fees for the Airport/Margarita areas and will be included in future budgets based on estimated schedules for roadway improvements in the area. The Retire Highlands Tank/New Rosemont PS project is currently in the design phase. When more specific information becomes available on the Highlands Tank/New Rosemont PS project, and if additional funding is required, staff will return to Council at that time.
