SUBJECT: RECOMMENDATIONS FOR APPOINTMENTS TO THE PLANNING
COMMISSION
RECOMMENDATION
1. Appoint Peter Brown to an unexpired term beginning February 8, 2006, and ending
March 31, 2006.
2. Reappoint Peter Brown to a four-year term beginning April 1, 2006, and ending March
31, 2010.
3. Appoint John Ashbaugh and Charles Stevenson for four-year terms beginning April 1,
2006, and ending March 31, 2010.
DISCUSSION
Because of the resignation of Planning Commissioner Michael Boswell effective January 19,
2006, interviews for the Planning Commission vacancies were expedited. The recruitment for
this unscheduled vacancy overlapped with the recruitment for the three vacancies with terms
expiring March 31. Commissioners whose terms are expiring are:
1. Michael Boswell
2. Alice Loh
3. Orval Osborne
After recruiting for the three positions with terms expiring March 31, and subsequently noticing
the unscheduled term as required by law, ten applications were received. Interviews of all
applicants were conducted by the Council subcommittee on January 31 and February 1.
The Council subcommittee is recommending the appointment of the following applicants, each
for a four-year term expiring March 31, 2010: John Ashbaugh, Peter Brown, and Charles
Stevenson.
During the recruitment period, it was noted that the Advisory Body Handbook sets parameters for
terms of office as indicated below:
"The term of office for each appointee to an advisory body shall be from one year
to a maximum of four years. The length of a term is dictated by the principle that
no more than two terms on any committee will expire each year."

In reviewing the history of advisory body appointments, it has become apparent that during the
annual recruitment, terms have consistently been advertised as four-year terms and positions have
been filled for that length of time. As indicated, this year Council is being asked to make three
appointments to the Planning Commission for four-year terms. This will also be the case for the
Architectural Review Commission and Human Resources Commission. Prior to next year's
recruitment process, Council may want to review its appointment parameters.

1. Why do you want to be a member of the Planning Commission?
I want to be a member of the planning commission so that as a professional planner and
concerned citizen of my community, I can share my voice, opinions, and expertise to positively
affect community planning while incorporating staff/public input into the planning process. The
Planning Commission serves an important advisory role to the City Council. It is critical that the
Commission review project proposals, staff reports, environmental documents carefully so that
the best direction can be given to city staff and the most beneficial recommendations can be
made to the Council. Becoming a member of the Commission is one of the best ways I can give
back to my community some of the many riches I receive from living here.
Secondarily, becoming a Planning Commissioner is the perfect next step in my career. It will
offer a powerful experience in dealing with the public, professional staff, and in a political realm.
My career goals include advancement in the planning profession to the level of city management
and experience on the Commission will provide excellent opportunities to learn, contribute and
become a more well-rounded planner.
2. What do you hope to accomplish?
My primary goal is positive planning outcomes for the current and future residents of the City. I
Ohave recently purchased a condominium in town and see myself staying here for a long time,
perhaps a lifetime. That gives me a special interest in preserving the richest qualities of the City
while preparing for inevitable changes in the best possible way; considering economic,
environmental, and citizen interests while applying planning principles which allow for positive
change and preservation of heritage.
3. Have you ever attended a meeting of the Planning Commission or another City advisory
body? If so, what observations did you make?
Yes, I have attended a few Bicycle Advisory and Architectural Review Committee meetings, as
well as many city council and planning commission meetings as both a local transportation
planner and as a member of the public. I have observed so many different testimonials, issues,
debates and presentations. I have noticed a wide variety of perspectives and seen an impressive
spectrum of diverse opinions expressed concisely and eloquently. On the other side, there is the
occasional anguished citizen who might either lose his/her temper, or wax on well beyond the 3-
minute time limit. Commissioners as well, tend to offer insightful advice; ask apropos questions
or sometimes, misinterpret the issue at hand. These observations point to the sensitivity needed
for Commissioner's to handle differences and the awareness to consider input and opposing
views. The biggest lesson I have learned throughout germane public, discourse or inane tirades is
that everyone's opportunity to speak or contribute must be respected.

4. What qualities, experience, and expertise make you a good candidate for the Planning
Commission?
I have strong reading, communication, and analytical skills. For the last 3 years, I have been a
full time professional planner with SLOCOG and a part-time instructor in the State University
System (Lecturer City and Regional Planning Department at CalPoly). I began my formal
education in political science almost fifteen years ago. Since then, I have traveled to 23 foreign
countries, lived in almost a dozen different cities, received four college degrees (including a
Master's degree in Urban Planning) and taught everything from statistics, to land-use planning,
to planning for cultural difference at each of California's two public university systems. I am
very well read both inside and outside the field of planning. I have both the depth and breadth of
experience in the field required to carefully analyze planning issues presented before me. I am
very familiar with NEPA and CEQA guidelines as they pertain to Environmental Clearance of
proposed projects. I am an articulate public speaker with years of experience in front of public
boards (such as SLOCOG and San Luis Obispo City Councils) and university classrooms filled
with either eager graduate students or snoring freshman.
Beyond my education and expertise, I am excited about the opportunity to serve my community
in my professional field. I see it as an experience that will help shape who I am, and with the
help of my colleagues on the Commission, city staff and city council, I anticipate continued,
conscientious planning efforts with a high level of public involvement. This true expression of
democracy in city government is a significant contributor to my interest in becoming a
Commissioner.
5. What are some key planning issues in San Luis Obispo?
• Housing: its preservation, location, design, availability, and affordability. Employment
and Housing growth will continue to be critical issues for San Luis Obispo. New
commercial and residential developments are online at several locations at the south end
of the city and more may be on the way. Intensification of land-uses will need to occur in
way that does not adversely impact neighborhoods or the transportation system
connecting people to places.
• Circulation: Several opportunities exist in which it can be preserved and enhanced.
Development of more multi-modal transportation opportunities, enhanced transit
services, and better non-motorized connectivity (i.e. Bob Jones Trail and Rail Road
Safety Trail) are all ways to offset some of the inevitable growth in automobile traffic
volumes. The Prado Road extension and potential rerouting (and relinquishment) of SR
227 are other issues of interest to the city's circulation.
• Economics: the City is in the midst of very tight fiscal constraints, and the prioritization
of city goals and allocation of resources will remain a primary planning issue for the
decade to come.
• Environment: Surrounded by gorgeous open space and unique ecosystems, the City must
work to create moderate growth patterns that while sensitive to community needs, also
address environmental concerns.

2002- present California Polytechnic State University— In September of 2002, was hired by the

also taught CRP 214 (Transportation and Land Use Studies) during the spring of 2003 and CRP

practicing planner in San Luis Obispo, since 2001 have served the role of guest lecturer speaking
on local planning activities in both the Civil Engineering Department (Dr. Eugene Judd, and Dr.
Kimberley Mastako) and the Department of City and Regional Planning (Dr. Richard Lee).
Presentations have focused on the nexus between.land-use and transportation planning, regional
vs. city planning, environmental regulation, and transportation projects for which I have oversight
in the City and County of San Luis Obispo.
2001- present San Luis Obispo Council of Governments (SLOCOG) - Shortly upon hire, was
promoted to Associate (Planner III) and named lead planner for the Regional Housing Needs
Assessment (RHNA) in determining allocation of new housing units by income category and
jurisdiction. Have worked closely with the local Housing Committee and California Department
of Housing and Community Development (HCD) to develop the (RHNA) based on local need
and State law. Currently, the lead planner for the central county region (Atascadero, San Luis
Obispo, Avila Beach, 101 corridor and surrounding unincorporated areas) responsible for
plan/environmental document review, fiscal planning, and oversight of transportation projects.
Lead planner managing US Census Data 2000, and responsible for data organization, analysis,
and dissemination. As project manager, recently completed SLOCOG's 2004 Regional Profile,
socio-demographic study of the region (http://www.slocog.org/census/regionalproAle.htm).
1999-2001 Universitv of California. Los Angeles - Taught computer laboratory classes for
graduate students in urban planning in quantitative methods and data analysis for planning
applications using Microsoft Excel and statistics using SPSS. Served as a teaching assistant to Dr.
Robin Liggett and Dr. Fernando De Paolis for Quantitative Methods. Taught a Mathematics and
Macro-Economics workshops during September 2000 and 2001 to help prepare incoming UCLA
Urban Planning graduate students for placement exams.
2000 California Department of Transportation — Participated in a semester long internship as part
of the Master's degree at UCLA to gain work experience in the Urban Planning Field. Served in
the Los Angeles office in the Department of Environmental Planning.
1999 International - Served as an assistant to UCLA Urban Planning Professor Susanna Hecht in
her analysis of the environmental conditions of El Salvador and participated in the policy
recommendations made to the Ministry of the Environment. Completed research of prevalent
environmental issues, and urban/rural development while at UCLA and later assisted in the
writing of the National Environmental Policy during a three-month contract in El Salvador. The
land-use aspects, prominent agricultural sectors, and watershed management were my areas of

1995 International - Conducted field work at a Caribbean Conservation Corps biological station
in Costa Rica. Duties at the field station included trail building and maintenance, animal
observation, data collection, data interpretation, and presentation of our findings. Tasks involved
strong written and oral skills, as well as meticulous organization.
1993 State — Worked for Sonoma County Conservation Action in their effort to assess and
publicize the costs and benefits of several area projects including; the proposed widening of the -
101 freeway in Sonoma and Marin Counties, and residential and commercial development with J
Santa Rosa, California. Helped develop surveys to assess public perceptions and concerns
regarding the proposed expansions and environmental impacts.
1998 University of California. Los Angeles - Designed and conducted tours at UCLA's Fowler
Museum of Cultural History. Tours were given in both Spanish and English and were designed
for local area elementary and high school students and emphasized the interrelationships between
people and environments and how these factors contribute to culture.

2001 Awarded the Julie Roque award by UCLA faculty for being the outstanding urban planning

As a result of Michael Boswell's resignation from the Planning Commission effective January 19,
2006, interviews for the Planning Commission vacancies have been expedited. The Council
subcommittee will be interviewing on January 31 and, if necessary, February 1.
To date, five applications have been received. It is anticipated that one of these candidates will be
recommended for an appointment filling Mr. Boswell's unexpired term ending March 31, 2006, and be
reappointed to fill a four-year term beginning April 1. Recommendations for appointments to two

RECOMMENDATION
1. Appoint Peter Brown to an unexpired term beginning February 8, 2006, and ending
March 31, 2006.
2. Reappoint Peter Brown to a four-year term beginning April 1, 2006, and ending March
31, 2010.
3. Appoint John Ashbaugh and Charles Stevenson for four-year terms beginning April 1,
2006, and ending March 31, 2010.
DISCUSSION
Because of the resignation of Planning Commissioner Michael Boswell effective January 19,
2006, interviews for the Planning Commission vacancies were expedited. The recruitment for
this unscheduled vacancy overlapped with the recruitment for the three vacancies with terms
expiring March 31. Commissioners whose terms are expiring are:
1. Michael Boswell
2. Alice Loh
3. Orval Osborne
After recruiting for the three positions with terms expiring March 31, and subsequently noticing
the unscheduled term as required by law, ten applications were received. Interviews of all
applicants were conducted by the Council subcommittee on January 31 and February 1.
The Council subcommittee is recommending the appointment of the following applicants, each
for a four-year term expiring March 31, 2010: John Ashbaugh, Peter Brown, and Charles
Stevenson.
During the recruitment period, it was noted that the Advisory Body Handbook sets parameters for
terms of office as indicated below:
"The term of office for each appointee to an advisory body shall be from one year
to a maximum of four years. The length of a term is dictated by the principle that
no more than two terms on any committee will expire each year."

In reviewing the history of advisory body appointments, it has become apparent that during the
annual recruitment, terms have consistently been advertised as four-year terms and positions have
been filled for that length of time. As indicated, this year Council is being asked to make three
appointments to the Planning Commission for four-year terms. This will also be the case for the
Architectural Review Commission and Human Resources Commission. Prior to next year's
recruitment process, Council may want to review its appointment parameters.

concerned citizen of my community, I can share my voice, opinions, and expertise to positively
affect community planning while incorporating staff/public input into the planning process. The
Planning Commission serves an important advisory role to the City Council. It is critical that the
Commission review project proposals, staff reports, environmental documents carefully so that
the best direction can be given to city staff and the most beneficial recommendations can be
made to the Council. Becoming a member of the Commission is one of the best ways I can give
back to my community some of the many riches I receive from living here.
Secondarily, becoming a Planning Commissioner is the perfect next step in my career. It will
offer a powerful experience in dealing with the public, professional staff, and in a political realm.
My career goals include advancement in the planning profession to the level of city management
and experience on the Commission will provide excellent opportunities to learn, contribute and
become a more well-rounded planner.
2. What do you hope to accomplish?
My primary goal is positive planning outcomes for the current and future residents of the City. I
have recently purchased a condominium in town and see myself staying here for a long time,
perhaps a lifetime. That gives me a special interest in preserving the richest qualities of the City
while preparing for inevitable changes in the best possible way; considering economic;
environmental, and citizen interests while applying planning principles which allow for positive
change and preservation of heritage.
3. Have you ever attended a meeting of the Planning Commission or another City advisory
body? If so, what observations did you make?
Yes, I have attended a few Bicycle Advisory and Architectural Review Committee meetings, as
well as many city council and planning commission meetings as both a local transportation
planner and as a member of the public. I have observed so many different testimonials, issues,
debates and presentations. I have noticed a wide variety of perspectives and seen an impressive
spectrum of diverse opinions expressed concisely and eloquently. On the other side, there is the
occasional anguished citizen who might either lose his/her temper, or wax on well beyond the 3-
minute time limit. Commissioners as well, tend to offer insightful advice, ask apropos questions
or sometimes, misinterpret the issue at hand. These observations point to the sensitivity needed
for Commissioner's to handle differences and the awareness to consider input and opposing
views. The biggest lesson I have learned throughout germane public discourse or inane tirades is
that everyone's opportunity to speak or contribute must be respected.

4. What qualities, experience, and expertise make you a good candidate for the Planning
Commission?
I have strong reading, communication, and analytical skills. For the last 3 years, I have been a
full time professional planner with SLOCOG and a part-time instructor in the State University
System (Lecturer - City and Regional Planning Department at CalPoly). I began my formal
education in political science almost fifteen years ago. Since then, I have traveled to 23 foreign
countries, lived in almost a dozen different cities, received four college degrees (including a
Master's degree in Urban Planning) and taught everything from statistics, to land-use planning,
to planning for cultural difference at each of California's two public university systems. I am
very well read both inside and outside the field of planning. I have both the depth and breadth of
experience in the field required to carefully analyze planning issues presented before me. I am
very familiar with NEPA and CEQA guidelines as they pertain to Environmental Clearance of
proposed projects. I am an articulate public speaker with years of experience in front of public
boards (such as SLOCOG and San Luis Obispo City Councils) and university classrooms filled
with either eager graduate students or snoring freshman.
Beyond my education and expertise, I am excited about the opportunity to serve my community
in my professional field. I see it as an experience that will help shape who I am, and with the
help of my colleagues on the Commission, city staff and city council, I anticipate continued,
conscientious planning efforts with a high level of public involvement. This true expression of
democracy in city government is a significant contributor to my interest in becoming a
Commissioner.
5. What are some key planning issues in San Luis Obispo?
• Housing: its preservation, location, design, availability, and affordability. Employment
and Housing growth will continue to be critical issues for San Luis Obispo. New
commercial and residential developments are online at several locations at the south end
of the city and more may be on the way. Intensification of land-uses will need to occur in
way that does not adversely impact neighborhoods or the transportation system
connecting people to places.
• Circulation: Several opportunities exist in which it can be preserved and enhanced.
Development of more multi-modal transportation opportunities, enhanced transit
services, and better non-motorized connectivity (i.e. Bob Jones Trail and Rail Road
Safety Trail) are all ways to offset some of the inevitable growth in automobile traffic
volumes. The Prado Road extension and potential rerouting (and relinquishment) of SR
227 are other issues of interest to the city's circulation.
• Economics: the City is in the midst of very tight fiscal constraints, and the prioritization
of city goals and allocation of resources will remain a primary planning issue for the
decade to come.
• Environment: Surrounded by gorgeous open space and unique ecosystems, the City must
work to create moderate growth patterns that while sensitive to community needs, also
address environmental concerns.

planner and as a member of the public. I have observed so many different testimonials, issues,
debates and presentations. I have noticed a wide variety of perspectives and seen an impressive
spectrum of diverse opinions expressed concisely and eloquently. On the other side, there is the
occasional anguished citizen who might either lose his/her temper, or wax on well beyond the 3-
minute time limit. Commissioners as well, tend to offer insightful advice, ask apropos questions
or sometimes, misinterpret the issue at hand. These observations point to the sensitivity needed
for Commissioner's to handle differences and the awareness to consider input and opposing
views. The biggest lesson I have learned throughout germane public discourse or inane tirades is
that everyone's opportunity to speak or contribute must be respected.
4. What qualities, experience, and expertise make you a good candidate for the Planning
Commission?
I have strong reading, communication, and analytical skills. For the last 3 years, I have been a
full time professional planner with SLOCOG and a part-time instructor in the State University
System (Lecturer - City and Regional Planning Department at CalPoly). I began my formal
education in political science almost fifteen years ago. Since then, I have traveled to 23 foreign
countries, lived in almost a dozen different cities, received four college degrees (including a
Master's degree in Urban Planning) and taught everything from statistics, to land-use planning,
to planning for cultural difference at each of California's two public university systems. I am
very well read both inside and outside the field of planning. I have both the depth and breadth of
experience in the field required to carefully analyze planning issues presented before me. I am
very familiar with NEPA and CEQA guidelines as they pertain to Environmental Clearance of
proposed projects. I am an articulate public speaker with years of experience in front of public
boards (such as SLOCOG and San Luis Obispo City Councils) and university classrooms filled
with either eager graduate students or snoring freshman.
Beyond my education and expertise, I am excited about the opportunity to serve my community
in my professional field. I see it as an experience that will help shape who I am, and with the
help of my colleagues on the Commission, city staff and city council, I anticipate continued,
conscientious planning efforts with a high level of public involvement. This true expression of
democracy in city government is a significant contributor to my interest in becoming a
Commissioner.
5. What are some key planning issues in San Luis Obispo?
• Housing: its preservation, location, design, availability, and affordability. Employment
and Housing growth will continue to be critical issues for San Luis Obispo. New
commercial and residential developments are online at several locations at the south end
of the city and more may be on the way. Intensification of land-uses will need to occur in
way that does not adversely impact neighborhoods or the transportation system
connecting people to places.
• Circulation: Several opportunities exist in which it can be preserved and enhanced.
Development of more multi-modal transportation opportunities, enhanced transit
services, and better non-motorized connectivity (i.e. Bob Jones Trail and Rail Road
Safety Trail) are all ways to offset some of the inevitable growth in automobile traffic
volumes. The Prado Road extension and potential rerouting (and relinquishment) of SR
227 are other issues of interest to the city's circulation.
• Economics: the City is in the midst of very tight fiscal constraints, and the prioritization
of city goals and allocation of resources will remain a primary planning issue for the
decade to come.
• Environment: Surrounded by gorgeous open space and unique ecosystems, the City must
work to create moderate growth patterns that while sensitive to community needs, also
address environmental concerns.
