DISCUSSION Background On October 6, 2005, the City received a request Table 1:Proposed Fee Schedule from Beach Cities Cab to increase its fee by $0.35 per mile. CreUse dit Card $ 4.00 $ 4.00 $0.00 Municipal Code Requirements The Municipal Code Section 5.20.160 requires that taxi cab certificate holders apply to the City to modify their fee schedules, and for the Council to hold a hearing, following written notice to each certificate holder, before deciding to approve or disapprove any fee increases. Justification for Fee Increase Beach Cities Cab's request for a fee increase is directly related to the number of vehicles that the company has added to its fleet to provide increased service as a result of the recent closure of Central Coast Taxi Cab Company. Beach Cities Cab is presently the only cab company operating in the City. Their fleet expansion has been accompanied with a corresponding increase in costs for insurance, workers' compensation, and vehicle maintenance. The company expects to make no other request for rate increases in the near future. Based on this table, Beach Cities Cab Grover rates will still be the lowest in the county if its request is Fee Type Beach Beach approved. Credit Card $ 4.00 Cash only Use CONCURRENCES On January 11, 2005, the Mass Transportation Committee reviewed and concurred with the staff recommendation to approve Beach Cities Cab request for the fee increase. ALTERNATIVES The Council could deny Beach Cities Cab request for a fee increase and require it to continue operating at under its current fee schedule. This is not recommended because it affects the ability of Beach Cities Cab to meet rising operational costs and could possibly jeopardize the availability of cab service within the City. (2006 Series) RESOLUTION APPPROVING REQUEST FROM BEACH CITIES CAB COMPANY TO MODIFY THEIR SCHEDULE OF RATES WHEREAS, the City Council of the City of San Luis Obispo desires to provide for taxi service for its citizens; and WHEREAS, Beach Cities Cab Company is a current taxi operator in the City of San Luis Obispo; and WHEREAS, the City has received an application from Beach Cities Cab Company to increase their schedule of rates; and WHEREAS, the proposed rate increase is consistent with increasing operational costs. NOW THEREFORE,BE IT RESOLVED that the City Council of the City of San Luis Obispo approves the schedule of rates for Beach Cities Cab Company as set forth in Exhibit A. Beach Cities Cab Companies, Inc. is currently permitted to operate 10 taxis in the SLO city limits. With the recent closing of 1 of 3 taxi cab companies in San Luis Obispo County, an increase of fleet will be needed in order to provide transportation needs for people in San Luis Obispo County. Beach Cities Cab Companies, Inc. is requesting to add 6 more taxis to the current fleet of 10. Your fast response will be greatly appreciated. The Committee agreed to continue discussion and a mo 'on on the Trolley service changes to a date uncertain. C. ACTION ITEMS Cl. Recommendations to Revoke Cent oast Taxi Cab Certificate of Necessity and Convenience Mr. O'Dell reported that the Ce al Coast Taxi Cab Company had gone out of business and that staff needs go to Council for a public hearing to revoke their Certificate of Necessity an Convenience. Motion made by Mr ohnson, seconded by Ms. Howard, to recommend a resolution to City ouncil revoking the Certificate of Necessity and Convenience from the Cen Coast Taxi Cab company. The motion passed unanimously. C2. Request from Beach Cities Cab Company to Modify Their Rates Mr. O'Dell reported that Beach Cities Cab had increased their fleet to 16 vehicles and were requesting a mileage rate increase of 35 cents/mile. Mr. Doyle was not convinced that the increase was justified and reminded the MTC that the company had previously requested and received a rate increase recently. Ms. Rains, as a previous business owner, understood Beach Cities' request since they will incur additional costs due to labor, benefits, insurance and taxes. Motion made by Mr. Johnson, seconded by Ms. Rains, to approve the rate increase request. The motion carried, with Mr. Doyle abstaining. C3. Extend Trolley Service for One Day on Fe ary 23, 2006 for the"Tour of California" Event Ms. Knox discussed the special eve d the desire for longer Trolley service hours on that date. She noted s ice would be extended by three hours. Motion made by Mr. Jo son, seconded by Mr. Doyle, to approve the three-hour service extension re est. The motion passed unanimously. D.
