SUBJECT: REVOCATION OF CENTRAL COAST TAXI CAB COMPANY
CERTIFICATE OF PUBLIC CONVENIENCE
CAO RECOMMENDATION
As recommended by the Mass Transportation Committee, adopt a resolution revoking the
Certificate of Public Convenience and Necessity from Central Coast Taxi Cab Company.
DISCUSSION
Background
The Central Coast Taxi Cab Company has been providing service to the City of San Luis Obispo
since 1996. It operated four taxi cabs 24 hours a day, seven days a week.
On October 4, 2005 Central Coast Taxi Cab Company confirmed by phone its intention to cease all
operations effective 5:00 p.m. on October 4, 2005. On October 5, 2005, staff sent a letter to the
company confirming this conversation (Attachment 2), and requesting Central Coast Taxi Cab
Company to confirm in writing its intention to cease operations. No letter was received by the City.
Municipal Code Requirements
In accordance to Municipal Code Section 5.20.130, the City can revoke a Certificate of Public
Convenience and Necessity if the taxicab owner fails to operate the vehicles in accordance to the
provisions of Chapter 5.20 of the Municipal Code. Municipal Code 5.20.100 requires certificate
holders to provide taxi service 24 hours a day, seven days a week.
Justification for Revocation of Certificate
The Central Coast Taxi Cab Company is violating the public convenience certificate and Municipal
Code requirements to provide taxi service 24 hours a day, seven days a week. On December 14,
2005, staff confirmed that the phone number to Central Coast Taxi Cab Company's dispatch was no
longer in service and for all intents and purposes the company is no longer in business.
FISCAL IMPACT
There will be no financial impact to the General Fund.

CONCURRENCES
On January 11, 2005, the Mass Transportation Committee reviewed and concurred with staff's
recommendation to revoke Central Coast Taxi Cab Company's Certificate of Public
Convenience and Necessity.
ALTERNATIVES
In the event that the certificate holder should respond to the noticing requirements prior to or at
the City Council meeting, City Council could choose not to revoke the Certificate of Public
Convenience and Necessity, but, per Municipal Code, could suspend the certificate holder's
operations for thirty days. Staff does not recommend this alternative because the certificate
holder has willfully failed to operate its permit under the provisions of the Municipal Code.

RESOLUTION NO. (2006 Series)
RESOLUTION REVOKING THE CERTIFICATE OF PUBLIC CONVENIENCE AND
NECESSITY FOR CENTRAL COAST TAXI CAB COMPANY
WHEREAS, the City Council of the City of San Luis Obispo desires to provide for taxi
service for its citizens; and
WHEREAS, City Council of the City of San Luis Obispo approved a Certificate of
Public Convenience and Necessity to Central Coast Taxi Cab on 1996;
WHEREAS,Municipal Code 5.20.100 requires certificate holders to provide taxi
services twenty four hours a day, seven days a week;
WHEREAS,Central Coast Taxi Cab Company is failing to comply with the provisions
of Municipal Code 5.20.100; and
WHEREAS, the City has sent notification to Central Coast Taxi Cab Company of the
City's intent to revoke their Certificate of Public Convenience and Necessity..
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of San Luis
Obispo that the Certificate of Public Convenience and Necessity for Central Coast Taxi Cab
Company is hereby revoked.

This letter is to notify you, in accordance to the City of San Luis Obispo Municipal Code
5.20.08, that Beach Cities Cab Company is applying to add six taxicabs to their fleet to
operate in the City of San Luis Obispo.The request from Beach Cities Taxi Company
will be granted if no written objection is received by the City Clerk within ten days from

The Committee agreed to continue discussion and a motion on the Trolley service
changes to a date uncertain.
C. ACTION ITEMS
Cl. Recommendations to Revoke Central Coast Taxi Cab Certificate of Necessity
and Convenience
Mr. O'Dell reported that the Central Coast Taxi Cab Company had gone out of
business and that staff needs to go to Council for a public hearing to revoke their
Certificate of Necessity and Convenience.
Motion made by Mr. Johnson, seconded by Ms. Howard, to recommend a
resolution to City Council revoking the Certificate of Necessity and Convenience
from the Central Coast Taxi Cab company. .The motion passed unanimously.
C2. Request from Beach Cities Cab Company to Modify Their Rates
Mr. O'Dell reported that Beach Cities Cab had.increased their fleet to 16 vehicles
and were requesting a mileage rate increase of 35 cents/mile.
Mr. Doyle was not convinced that the increase was justified and reminded the
MTC that the company had previously requested and received a rate increase
recently. Ms. Rains, as a previous business owner,understood Beach Cities'
request since they.will incur additional costs due to labor,benefits, insurance and
taxes.
Motion made by Mr. Johnson,seconded by Ms. Rains, to approve the rate
increase request. The motion carried,with Mr. Doyle abstaining.
C3. Extend Trolley Service for One Day on February 23,2006 for the "Tour of
California"Event
Ms. Knox discussed the special event and the desire for longer Trolley service
hours on that date. She noted service would be extended by three hours.
Motion made by Mr. Johnson, seconded by Mr. Doyle, to approve the three-hour
service extension request. The motion passed unanimously.
