HomeMy WebLinkAbout02/21/2006, C 8 - MEMORANDUM OF AGREEMENT BETWEEN THE CITY OF SAN LUIS OBISPO AND THE SAN LUIS OBISPO POLICE STAFF OF council j acEnaa REpoizt CITY O F SAN LUIS O B I S P O FROM: Monica Irons,Director of Human Resources SUBJECT: MEMORANDUM OF AGREEMENT BETWEEN THE CITY OF SAN LUIS OBISPO AND THE SAN LUIS OBISPO POLICE STAFF OFFICERS' ASSOCIATION FOR THE PERIOD OF 07/01/04—06/30/07 CAO RECOMMENDATION Adopt a resolution approving the Memorandum of Agreement with the San Luis Obispo Police Staff Officers' Association for a three-year contract. DISCUSSION The Memorandum of Agreement (MOA) between the City and the San Luis Obispo Police Staff Officers' Association (SLOPSOA) expired on June 30, 2004, after a two-year term. SLOPSOA typically postpones the start of their negotiations until an agreement has been finalized with the San Luis Obispo Police Officers' Association (SLOPOA). That contract was approved by Council on August 16, 2005 and the City entered into negotiations with the SLOPSOA in September 2005 to develop a successor agreement. The City's bargaining team was led by Monica Irons, Human Resources Director, with the assistance of Karen Jenny, Risk Manager, and Rachael Hendricks, Human Resources Analyst. The.SLOPSOA bargaining team was led by Steve Tolley, President of the SLOPSOA, and included Tom DePriest,Kris Dutra,and Chris Staley. The SLOPSOA negotiating team discussed proposals and shared their primary concerns during the course of four formal meetings. The primary concern presented by SLOPSOA was that a reasonable differential in pay exists between the management positions within SLOPSOA and those they manage. This concern is commonly referred to as "compaction"between salary ranges. In order to discuss and address the issue, comparison data was gathered and analyzed from eight cities. Council provided economic parameters to.the City's bargaining team in Closed Session on January 3, 2006. The agreement is within the economic guidelines set by Council and is comparable to other agreements spanning the same timeframe. The following is a summary of the significant changes included in the agreement: Term: July 1,2004 through June 30,2007 Salary: To address the association's concerns regarding compaction the following language was added to the Salary section of the MOA. "The City strives to compensate police management at a reasonable level C?-i Council Agenda Report—SLOPSOA MOA Page 2 February 7, 2006 above the classifications they supervise. Typically, a difference of 15% between vertical classifications is targeted, with the specific percentage determined by internal and external comparability data, City finances, and other labor relations factors and considerations." Salary Increases: July 1,2004: 2% January 1,2005: 1% July 1,2005: 2% January 1,2006:` 1.5% July 1,2006: 2% January 1,2007: 2% Equity Adiustments: Based on the compaction analysis, it was agreed that two classifications would receive one-time equity adjustments in addition to the general salary increases. Captains: 4%effective July 1, 2006 Dispatch Supervisors: 2% effective July 1, 2006 Other Pav Incentives: Slight modifications to the call-back pay for training, court time and range qualification were made to mirror the provisions of the POA MOA as these incentives are offered only to the non exempt employees within the SLOPSOA unit (e.g. Sergeants and Communications Supervisors, if applicable). These changes are effective upon ratification of the MOA by Council and cost approximately one-tenth of a percent of the total compensation of this unit. Re-opener: The City agreed to a re-opener allowing the association to meet and confer on the topic of the cafeteria contribution for health insurance coverage in July 2006. The City expects renewal rates for its health insurance plans for the 2007 calendar year during this time frame. FISCAL IMPACT SLOPSOA represents 17 members (13 Safety and 4 Non-Safety) with an annual total compensation of approximately $2.3 million. The total additional cost for this new compensation package for the three-year contract period is $195,000 averaging$65,000 each year. The ongoing cost at the end of the contract will be approximately $104,800 annually. Adequate funding for this increase is currently available in the MOA adjustment account. ALTERNATIVE Do not approve the resolution and direct staff to negotiate a different successor agreement. (2006 Series) A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN LUIS OBISPO ADOPTING AND RATIFYING THE MEMORANDUM OF AGREEMENT BETWEEN THE CITY OF SAN LUIS OBISPO AND THE SAN LUIS OBISPO POLICE STAFF OFFICERS' ASSOCIATION FOR THE PERIOD OF JULY 11 2004—JUNE 30, 2007 BE IT RESOLVED by the Council of the City of San Luis Obispo as follows: SECTION 1. The Memorandum of Agreement between the City of San Luis Obispo and the San Luis Obispo Police Staff Officers' Association(SLOPSOA), attached hereto as exhibit "A"and incorporated herein by this reference, is hereby adopted and ratified. SECTION 2. The Finance and Information Technology Director shall adjust the Personnel Services appropriation accounts to reflect the negotiated compensation changes. SECTION 3. The City Clerk shall furnish a copy of this resolution and a copy of the executed Memorandum of Agreement approved by it to: Steve Tolley, SLOPSOA President and Monica Irons,Director of Human.Resources.
