C ITY OF SAN LU IS O B I S P O FROM: Deborah Linden, Chief of Police® Prepared By: Melissa Ellsworth, Administrative Analyst SUBJECT: 2005/06 LOCAL LAW ENFORCEMENT BLOCK GRANT EXPENDITURE PLAN CAO RECOMMENDATION Approve an expenditure plan for a Local Law Enforcement Block Grant; through the Justice Assistance Grant Program, in the amount of$17,137 for the security surveillance project. DISCUSSION On April 5, 2,005 Council authorized staff to submit a grant application to the Justice Assistance Grant Program for a 2005/06 Local Law Enforcement Block Grant (LLEBG). An LLEBG grant of $17,137 has been awarded to the San Luis Obispo Police Department. During the 2005-07 budget process, Council approved a public safety capital improvement project (CIP) for police technology and equipment replacement. As described in the CIP, grant funding was received to provide for electronic surveillance of arrestees in holding cells and to reduce the City's potential for liability. In addition, by installing a video system at the Police Department, this would improve perimeter and interior security at 1042 Walnut, and meet mandatory requirements to improve monitoring in the Sally Port and holding cells. Staff is working closely with IT in designing a system that will meet current as well as future needs as well as integrate with the new dispatch center. At this time, staff requests Council approval of the Justice Assistance Grant Program award of $17,137 to be allocated to the Security Surveillance project. FISCAL IMPACT Matching funds are not required for this grant. There is no negative fiscal impact. ATTACHMENT Office of Justice Programs grant award notification.
