SUBJECT: 2006 EDWARD BYRNE MEMORIAL JUSTICE GRANT PROGRAM
APPLICATION SUBMITTAL
CAO RECOMMENDATION
1. Approve the submission of a grant application by the Police Department to the 2006 Edward
Byme Memorial Justice Grant(JAG)Program in the amount of$10,331.
2. Authorize the Chief of Police to execute all grant related documents.
DISCUSSION
Per the City's Grant Management Policy, staff requests approval from the City Council to submit a
grant application to the JAG program for a 2006 grant in the amount of $10,331. The funding is
intended to support a Pin Mapping module that will integrate with our current Spillman records
management system. The Police Department uses Spillman software which enables public safety
agencies to record and manage large amounts of complex data..
This Pin Mapping module is designed to plot entered data onto a City map, such as; thefts, noise
complaints, and sex offender resident locations. This will improve police investigations, supply
crucial information for effective decision-making, and provide the department with a valuable tool
for tracking, analyzing, and displaying crime statistics in our City.
The advantages of purchasing a Pin Mapping module include:
1. Customizable display provides users with the capability to identify high crime regions, and
collaborate effectively to reduce crime in those areas.
2. Distance measuring tools allow staff to detect and analyze related crimes and suspects by
identifying spatial relationships.
3. User-defined maps supply critical information by allowing agencies to see specific areas,
crimes,or records, and adjust the color,size, and incidents shown on the map display.
4. Name,property, vehicle, and law incident records can be accessed directly from the map for
easy reference, and improved investigative capabilities.

5. The public will have the ability to download these maps from the Police Department
website, allowing them to access data on crimes that occur in their neighborhoods. This will
help serve as a valuable crime prevention and public education tool.
The total cost for this Pin Mapping module will be approximately $10,331. The purpose of this
report is to seek approval to submit the grant application. Staff will return to Council for approval
of an expenditure plan after a formal grant award is received.
FISCAL IMPACT
There is no negative fiscal impact. City matching funds are not required by the grant.
ALTERNATIVE
Do not submit a grant application to the JAG Program. Staff does not recommend this alternative as
this funding opportunity supports Police Department goals, consistent with City goals and
objectives.
