To the San Luis Obispo City Council Members:
My name is Derrick Lavoie. I am the Executive Director of the Discovery Institute for the
Advancement of Science and Technology Education and a Biology professor at Cuesta
College. This is my colleague, Cathie Babb, a division assistant for the Cuesta College
Biology and Physical Sciences departments. We would like to suggest a proposal that
will benefit not only the city of San Luis Obispo, but the entire county as well.
You may have seen both the recent article in February 13 issue of Time Magazine "Is
America Flunking Science?" and Warren Baker's article posted in the February 15th
edition of the Telegram Tribune "Cal Poly President Pushes for More Math and Science
Teachers". The need for focusing on more science and technology education and skills
in our nation is critical...it is imperative, that we as citizens of a nation at risk, take action!
The Discovery Institute for the Advancement of Science and Technology Education
would like to develop a Discovery Center for San Luis Obispo that can meet many of
our local needs as well as our national needs. The Center would include a conference
facility, family center, wellness center, educational center, and hands-on science and
technology exhibits (similar to the Exploratorium - www.exploratodum.edu). The
benefits of the Center would include:
• Increased science, math, and technology national and state test scores for all
students on the Central Coast
• Increased awareness and interest in science, math, and technology for general
public
• Integration with Cal Poly, Cuesta, and Hancock Colleges to generate course,
programs, grant money, and a variety of exciting collaboratives
• After school and in-school programs for all school districts within 100 mile radius
• Pre-service and in-service teacher education programs
• National and international notoriety that would greatly increase tourism, bringing
much-needed tax revenue to the SLO area by attracting visitors from around the
world
The Center would be an extension of the non-profit Discovery Institute and is tax
deductible for its construction and maintenance (www.institutefordiscovery.org). The
Institute will generate the funds from grants and donations to build the Center once the
land has been designated. Currently, we are compiling a list of supporters who could be
contacted to make substantial donations to its development and sustainment.

We believe an ideal location for the Center would be Laguna Lake Park. We urge the
council to redirect staff to further explore our suggestion and report back, at an early
date, to the Council. It really is a tremendous opportunity of unprecedented value to our
community and will serve our children and their children for many generations to come.

PUBLIC COMMENTS ON AGENDA ITEMS: You may address the Council on any item described in this agenda by
completing a speaker slip and giving it to the City Clerk prior to the meeting. The Mayor will invite public comments
before the Council takes action on each item. (Gov. Code Sec. 54954.3(a)) Your speaking time is limited to three (3)
minutes.(CC&P Sec.1.3.7)
CITY COUNCIL PROCEDURES FOR PUBLIC HEARINGS: The Mayor will announce each item and thereafter, the
hearing will be conducted as follows:
1. City staff will present the staff report and recommendation on the proposal being heard and respond to questions
from Council.
2. The Mayor will open the public hearing by first asking the project applicant/appellant(or his/her representative)to
present any points necessary for the Council,as well as the public,to fully understand the proposal.
3. The Mayor will then ask other interested persons to come to the podium to present testimony either in support of
or in opposition to the proposal.
4. Finally, the Mayor will invite the applicant/appellant (or his/her representative) back to the podium to respond to
the public testimony, if appropriate. The Mayor will then close the public hearing and limit further discussion to
the Council and staff prior to the Council taking a vote.
RULES FOR PRESENTING TESTIMONY AT A PUBLIC HEARING: City Council meetings often involve highly emotional
issues. It.is important that all participants conduct themselves with courtesy, dignity and respect. All persons Who wish to
present testimony are asked to observe the following rules:
1. Speakers are asked to submit speaker slips to the City Clerk.
2. If you have filled out a Speaker Slip,the Mayor will call you to the podium.
3. Speakers shall address the Council from the podium after giving his/her name and city of residence. Speakers
shall direct their comments to the Council, not the audience.
4. Speakers shall limit comments to three minutes. The Mayor, after all others have spoken, may allow additional
brief comments from speakers who have already commented on the same agenda item.
5. If testifying as paid representatives, as defined in the Municipal Code speakers shall register as a Municipal
Advocate and shall preface their comments by identifying themselves as Municipal Advocates (§2.64.020 &
§2.64.050&§2.64.070).
6. Applicants,appellants or applicant representatives desiring to speak shall:
a. Submit speaker slips to the City Clerk (available on a plastic rack at the entrance to the Council
Chamber).
b. Shall be permitted to speak first during the public comment portion of the public hearing for not more
than ten minutes.
c. Address the Council from the podium after giving their name and address, and/or the name and
address of the applicantlappellant they are representing. If the applicant/appellant's representative is a
paid Municipal Advocate,they shall comply with Number 5 above.
7. If you challenge an issue in court,you may be limited to raising only those issues you or someone else raised at
this public hearing as described above, or in written correspondence delivered to the City before or during the
public hearing.
CORRESPONDENCE TO COUNCIL: Written comments on agenda items are encouraged and are most effective if
presented at least one day prior to the meeting. Note: Correspondence to Council received after 5:00 p.m. on the day of
the Council meeting regarding agenda items may not be distributed until the following day.

C2. ADOPTION OF AN ORDINANCE AMENDING TITLE.16,OF THE MUNICIPAL
CODE, THE.CITY'S SUBDIVISION REGULATIONS, AND REPEALING
SECTION 17.82, RESIDENTIAL CONDOMINIUM DEVELOPMENT AND
CONVERSION. (MANDEVILLE/DUNSMORE)
RECOMMENDATION: Adopt Ordinance No. 1490 (2006 Series).
C3. ADOPTION OF CITY OF SAN LUIS OBISPO LOCAL HAZARD MITIGATION
PLAN. (CALLAHAN)
RECOMMENDATION: Adopt a resolution approving the City of San Luis Obispo Local
Hazard Mitigation Plan.
C4. WATER TREATMENT PLANT MASTER PLAN IMPROVEMENTS.
(MOSS/HENDERSON)
RECOMMENDATION: 1) Approve the plans and specifications for the Water
Treatment Plant Improvement Project Specification No. 90225C and authorize staff to
advertise for bids. 2) Authorize the CAO to award the construction contract if it within
the engineer's estimate. 3) Adopt a resolution of intent to issue bonds and allow their
use to reimburse any related project expenditures incurred prior to their issuance. 4)
Approve amended agreements with Jones Hall for bond counsel services and
Fieldman, Rolapp & Associates for financial advisor services as necessary for the bond
issuance.
C5. REQUEST FOR PROPSA_LS: 9-1-1 EQUIPMENT AND SERVICES.
(LINDEN/ROSENBLUM)
RECOMMENDATION: 1) Approve issuing a request for proposals for a 9-1-1 system
(equipment and services) with a five year maintenance contract. 2) Authorize the CAO
to award the contract to the best overall proposal that is within the State allotment of
$181,487 for this project.
C6. LOS OSOS VALLEY ROAD MEDIAN PROJECT— PHASE 2, SPECIFICATION
NO. 905:,i7. (WALTEWFRASEFI)
RECOMMENDATION: 1) Award a contract to and authorize the mayor to execute a
contract.With, John Madonna Construction, Inc. of San Luis Obispo in the amount of
$158,062.45 for: "Los Osos Valley Road Median Project— Phase 2, Specification No.
90527." 2) Approve the transfer of $13,373.17 from the budget of the completed LOVR
Medians Phase 1 project to the project budget; and 3) Approve the transfer of
$11,626.83 from the completed projects account to the project budget.

PUBLIC HEARINGS
1. 2006 COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM (CDBG) AND
REQUEST FROM.THE HUMAN RELATIONS COMMISSION (HRC)TO
INVESTIGATE THE SECTION 108 LOAN AS A POSSIBLE SOLUTION TO
REHABILITATE.OR REPLACE THE MAXINE LEWIS HOMELESS SHELTER.
(MANDEVILLE/DAVIDSON — 30 MINUTES)
RECOMMENDATION: 1) Adopt a resolution approving the 2006 CDBG Program
activities and funding as recommended by the Human Relations Commission (HRC),
with adjustments based on the new funding estimate. 2) Endorse the Urban County's
Draft one-year Action Plan, including Home Investment Partnership Program (HOME),
Special Urban Projects, and Emergency Shelter Grant funding. 3) Forward the
Council's actions and funding recommendations to the Board of Supervisors. 4) As
requested by the HRC, and consistent with Council's recent action during the Mid-Year
Budget review, work with the Economic Opportunity Commission (EOC), the County
and other stakeholders to review homeless needs and possible longer-term funding
mechanisms, including a Section 108 Loan..
2. CONSIDERATION OF THREE VESTING TENTATIVE TRACT MAPS FOR THE
PORTION OF THE MARGARITA AREA SPECIFIC PLAN KNOWN AS THE
"WESTERN ENCLAVE". LOCATED BEYOND THE WESTERLY END OF
MARGARITA AVENUE AND ON THE NORTH SIDE OF THE EASTERLY
EXTENSION OF PRADO ROAD, BETWEEN SOUTH HIGUERA,AND BROAD
STREETS ER/TR 63-05 (COWAN, 392 PRADO), ER/TR 65-05 (KING, 3000
CALLE MALVA), AND ER/TR 66-05 (DEBLAUW, 408 PRADO).
(MANDEVILLE/RICCI — 2 HOURS)
RECOMMENDATION: As recommended by the Planning Commission, take the
following actions regarding the three Vesting Tentative Maps (VTMs): 1) With respect
to VTM 63-05 (Cowan, County File # 2342), adopt Draft Resolution 'W', which adopts
the Mitigated Negative Declaration, and approves the 67-lot VTM, based on findings,
and subject to mitigation measures, conditions, and code requirements. 2) With
respect to VTM 65-05 (King, County File # 2428), adopt Draft Resolution "B", which
adopts the Mitigated Negative Declaration, and approves the 91-lot VTM, based on
findings, and subject to mitigation measures, conditions, and code requirements. 3)
With respect to VTM 66-05 (DeBlauw, County File # 2353), adopt Draft Resolution "C",
which adopts the Mitigated Negative Declaration, and approves the 133-lot VTM, based
on findings, and subject to mitigation measures, conditions, and code requirements.

BUSINESS ITEMS
3. AMENDMENT OF AGGRESSIVE SOLICITATION PROVISIONS OF
MUNICIPAL CODE AND ADDITION OF REGULATIONS GOVERNING.PUBLIC
BENCHES. (LOWELL— 1 HOUR)
RECOMMENDATION: Introduce an ordinance to: 1) Amend the existing aggressive
solicitation provisions of Chapter 9.06 of the Municipal Code to restrict solicitation within
specified distances of retail, commercial and financial establishments and vehicular and
pedestrian pathways; and 2) Add Chapter 9.40, establishing a two hour time limitation
upon the continuous occupation of public benches and a three hour limitation on
occupation in any one day by one individual or group of individuals.
COUNCIL LIAISON REPORTS (not to exceed 15 minutes)
Council Members report on conferences or other City activities. Time limit-3 minutes.
COMMUNICATIONS (not to exceed 15 minutes)
At this time, any Council Member or the City Administrative Officer may ask a question for clarification,
make an announcement, or report briefly on his or her activities. In addition, subject to Council Policies
and Procedures, they may provide a reference to staff or other resources for factual information, request
staff to report back to the Council at a subsequent meeting concerning any matter, or take action to
direct staff to place a matter of business on a future agenda. (Gov. Code Sec. 54954.2)

ARCHITECTURAL REVIEW COMMISSION (ARC)
The ARC generally meets the first and third Monday of each month. The meetings are held in City Hall in the

BICYCLE ADVISORY COMMITTEE(BAC)
The Bicycle Advisory Committee meets quarterly in March, June, September, and December. Call 781-7178 to

CITY COUNCIL
The City Council meets on the first and third Tuesday of every month. The meetings generally begin at 7:00 p.m.
and are held at City Hall in the Council Chamber, 990 Palm Street. Call 781-7103 to confirm times and dates.
CULTURAL HERITAGE COMMITTEE(CHC)
The CHC meetings are held on the fourth Monday of the Month at 5:30 p.m. in the Council Hearing Room at City

DOWNTOWN ASSOCIATION BOARD OF DIRECTORS
The Downtown Association Board usually meets the second Tuesday of the month at 7:30 a.m. in the Council

HOUSING AUTHORITY
The Housing Authority meets the third Thursday of the month at noon in the Housing Authority offices located at

HUMAN RELATIONS COMMISSION(HRC)
The Human Relations Commission usually meets the first Wednesday of the month at City Hall in the Council

JACK HOUSE COMMITTEE
The Jack House Committee meets the second Wednesday of the month at the Parks & Recreation Department,

JOINT USE OF RECREATIONAL FACILITIES COMMITTEE(JUC)
The Joint Use Committee meets the fourth Tuesday of each month at noon at the Ludwick Community Center

MASS TRANSPORTATION COMM_ITTEE(MTC)
The Mass Transportation Committee meetings are held on call, generally on a quarterly basis. Call 781-7121 to

The Parks and Recreation Commission typically meets the first Wednesday of the month in the Council Chamber,

The Planning Commission meets the second and fourth.Wednesday of the month at 7:00 p.m. in the Council
