CITY OF SAN LUIS OBISPO FROM: Monica Irons, Director of Human Resources SUBJECT: 2006 PAY FOR PERFORMANCE ADJUSTMENTS FOR CITY ADMINISTRATIVE OFFICER AND CITY ATTORNEY CAO RECOMMENDATION 1. Adopt a resolution adjusting the annual salary of the City Administrative Officer(CAO). 2. Adopt a resolution adjusting the annual salary of the City Attorney. DISCUSSION In accordance with the Appointed Officials' Evaluation Process the City Council is authorized to approve annual salary adjustments for Appointed Officials that are within the City's management compensation and pay for performance guidelines. Performance evaluations for the City Administrative Officer and the City Attorney were conducted on March 15, 2006 in closed session. CITY ADMINISTRATIVE OFFICER The CAO's performance during the last year warrants a pay for performance increase of 4.5% to 5% per the guidelines; but his salary may not be adjusted beyond the maximum of the range. The CAO's salary is currently slightly, $21 per month, below the maximum of the salary range. Therefore, preliminary Council recommendations are to adjust the CAO's salary as follows: a pay for performance increase of$21 per month effective April 6, 2006. The City Administrative Officer's salary will be adjusted to the top of the salary range, $12,117, dependent upon approval of concurrently proposed management compensation adjustments. CITY ATTORNEY The City Attorney's performance during the last year warrants apay for performance increase of 4.5% to 5% per the guidelines; but his salary may not be adjusted beyond the maximum of the range. The City Attorney's salary is currently 3.4%below the maximum of the salary range. In addition, compensation data indicated that the maximum of the City Attorney's salary range was approximately 20% below the average of comparison cities. Therefore, preliminary Council recommendations are to adjust the City Attorney's salary as follows: a pay for performance increase of 3.4% effective April 6, 2006. The City Attorney's salary will be adjusted to the top of the salary range, $11,061, dependent upon approval of concurrently proposed management compensation adjustments. i Council Agenda Report—Approval of Appointed Officials' Compensation Adjustments Page 2 FISCAL IMPACT These recommendations are within parameters set by Council for other employee groups. The impact on salaries of these adjustments is $1,128 for the remainder of the 2005-06 fiscal year. Funding is available within existing resources in the 2006-07 budget. ATTACHMENTS 1. (2006 SERIES) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN LUIS OBISPO ADJUSTING COMPENSATION FOR THE CITY ADMINISTRATIVE OFFICER WHEREAS, by Resolution No. 9037 (2000 Series), the City Council appointed Ken Hampian as City Administrative Officer(CAO); and WHEREAS, by Resolution No. 9665 (2005 Series) the City Council established compensation for CAO, Ken Hampian; and WHEREAS, the City Council conducted a performance evaluation on March 15, 2006, in accordance with the Appointed Officials' Performance Process as modified in August of 2002; NOW, THEREFORE, BE IT RESOLVED by the Council of the City of San Luis Obispo as follows: SECTION 1. Effective April 6, 2006, the CAO's salary shall be increased $21 per month. SECTION 2. All other compensation and benefits afforded the CAO under Management Compensation Resolution No. (2006 Series) and the CAO Employment Agreement (Resolution No. 9037, 2000 Series), not superseded by the above, shall remain in full force and effect. SECTION 3. The City Council shall evaluate the performance of the CAO annually. Effective April 6, 2006, the City Attorney's salary shall be increased 3.4%per month. SECTION 2. All other compensation and benefits afforded the City Attorney under Management Compensation Resolution No. (2006 Series) and the City Attorney Employment Agreement,not superseded by the above, shall remain in full force and effect.
