April 14, 2006 RECEIVED
APR 14 2005
To: Council Colleagues SLO CITY CLERK
From: Dave Romero, Mayor
Subject: Zone 9 Advisory Committee—Flood Control and Water Conservation District
The Committee met on April 12th and discussed progress by the consultant engineering firm, Cuesta
Engineers, regarding updating rain fall and stream flow models used to determine storm flows and
improvements within the area. Upon completion of this latest update, both City and County staff will
be trained in the use of the program, allowing future updates to be done locally.
We received word that the Corps of Engineers is still in the process of reviewing the Waterways
Management Plan submitted several years ago; with a promise this time that the review would be
expedited.
Zone 9 approved a budget for the coming year projecting that we will once again receive Zone 9 tax
revenues (around$300,000/yr.) that had been taken by the State for the past two years to help balance
their budget. The budget includes an item for staff and/or a consultant to conduct preliminary review
to refine a construction project in the mid-Higuera area where there has been historic flooding, even
during moderate rainstorms. With the change in the Madonna Construction Company's use of the
property, there is, for the first.time, a possibility of an exchange of City-owned property for portions of
the Madonna ownership, thereby providing a benefit to both properties. Without the necessity of
having to pay for property, the benefit/cost ratio of this project is greatly improved.
