SUBJECT: REQUEST TO REMOVE A PROPERTY AT 969 MONTEREY STREET
FROM THE MASTER LIST OF HISTORIC RESOURCES (ARC 166-02)
CAO RECOMMENDATION
Adopt a resolution removing the property at 969 Monterey Street from the Master List of Historic
Resources, as recommended by the Cultural Heritage Committee.
DISCUSSION
A new building is now under construction at 969 Monterey Street that replaces the historic
Loobliner building, a property that has been included on the City's Master List of Historic
Resources. Properties are added to the Master List by resolution of the City Council after
considering the recommendations of the Cultural Heritage Committee (CHC). In this case, the
historic resource was an un-reinforced masonry building. It was approved for demolition in
August of 2004, based on structural re-evaluation after the San Simeon earthquake, which
occurred in December, 2003.
The new fagade will contain many of the elements of the historic building's original architecture.
However, as a totally new structure, it no longer meets the eligibility standards for historic
listing. Therefore, at a meeting on November 28, 2005, the CHC recommended that the City
Council remove the property from the Master List.

Request to remove a property from the Master List of Historic
Properties
Dear Mr. and Ms. Carroll:
The Cultural Heritage Committee, at its meeting of November 28, 2005, recommended
that the City Council remove the property from the Master List of Historic Resources
with the added recommendation that the applicant for the property's redevelopment
provide a historic plaque which would commemorate the former Loobliner Building,
based on the following findings:
1. The Committee had previously determined the property no longer met the eligibility
standards for historic listing and consequently, that it was not historically significant;
and
2. The former Loobliner Building, for which the property was designated historic, has
been demolished.
The decision of the CHC is a recommendation to the City Council and, therefore, is not
final. This matter will be scheduled for a public hearing before the City Council in the
near future. You will be notified of the hearing date.

RESOLUTION NO. (2006 Series)
A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN LUIS OBISPO
REMOVING THE PROPERTY AT 969 MONTEREY STREET FROM THE MASTER
LIST OF HISTORIC RESOURCES (ARC 166-02)
WHEREAS on December 16, 2002, the Architectural Review Commission granted
final approval to a proposed third floor addition and extensive remodel of the building at 969
Monterey Street; and
WHEREAS on June 28, 2004, the Cultural Heritage reviewed and approved
modifications to the previously approved project, including the full demolition of the existing un-
reinforced masonry building at 969 Monterey Street in light of a structural evaluation following
the December, 2003 San Simeon earthquake, subject to photographic and historic documentation
and archaeological monitoring of the demolition; and
WHEREAS on February 2, 2005, the Chief Building Official issued a demolition
permit; and
WHEREAS on November 28, 2005, the Cultural Heritage Committee recommended
that the City Council remove the property at 969 Monterey Street from the Master List of
Historic Resources:
BE IT RESOLVED by the Council of the City of San Luis Obispo as follows:
SECTION 1. Findings. That this Council, after consideration of the Cultural
Heritage Committee's recommendation to remove the property at 969 Monterey Street from the
Master List of Historic resources, public testimony, staff recommendations and reports thereon,
finds that:
a. The property at 969 Monterey Street no longer meets the eligibility standards for
historic listing, and consequently, is not historically significant.
b. The former Loobliner Building, for which the property was designated historic,
has been demolished.
SECTION 2. Action. The Historical Preservation Program Guidelines are hereby
amended to delete the address "969 Monterey" from the Master List of.Historic Resources as
shown in Exhibit A.
