SUBJECT: WATER RECLAMATION FACILITY DIGESTER#2—REPAIR & PAINT
SPECIFICATION NO. 90611B.
CAO RECOMMENDATION
1. Approve plans and specifications for "Water Reclamation Facility Digester#2 Repair& Paint,
Specification No. 90611B."
2. Authorize staff to advertise for bids and authorize the CAO to award the contract if the lowest
responsible bid is within the engineer's estimate of$150,000.
DISCUSSION
Routine maintenance work is performed on each of the digesters at the Water Reclamation Facility
approximately every 5 to 10 years. This year, maintenance work for Digester#2 is proposed to be
done through two distinct construction contracts. The first phase was approved by the CAO within
his purchasing authority on April 19, 2006 and includes the "empty and clean" portion of the
project. That project is currently being advertised, and the work is scheduled for June of this year.
The second phase of work, the "repair and paint" portion, will commence once phase one of the
project is completed. This Council Agenda Report is specific to the "repair and paint" portion of
the work.
Digester #2 is a concrete tank approximately 14 feet high, and 50 feet in diameter. An assortment
of pipes, pumps, valves, ports, and other miscellaneous plumbing equipment is located on the roof
of the digester, and additional equipment is located in the digester's interior. Typical with any
digester maintenance project, the major scope of work on this project includes the repair and
recoating of the internal and external concrete surfaces on the digester, and the repainting of
external plumbing equipment. Maintenance projects such as this one help to protect the digester
from the harsh environment at the water reclamation facility, thereby increasing its service life and
deferring the need for more costly major facility replacements.
One component of this year's maintenance project is the installation of a new protective railing
around the perimeter of the digester roof, an area frequently accessed by maintenance workers.
This railing will increase the safety of the workers, and is necessary to bring the digester up to the
current requirements of the California Uniform Building Code.
