SUBJECT: REINSTALLATION OF FLAGPOLE IN MITCHELL PARK
PARKS AND RECREATION COMMISSION RECOMMENDATION
Do not approve the reinstallation of the Mitchell Park flagpole to a temporary location near the
bandstand in the park, and instead wait until it can be reinstalled in the defined Mitchell Park
Master Plan location.
CAO RECOMMENDATION
Approve the reinstallation of the Mitchell Park flagpole to a temporary location near the
bandstand in the park, with the specific location to be determined by staff, until such time as the
long-term location defined in the Mitchell Park Master Plan is properly ready.
DISCUSSION
Background
On June 1, 2004, the Rotary Club of San Luis Obispo received approval from the City Council to
build a bandstand in Mitchell Park. At that meeting, Council received information that the project
would remove the flagpole from the center of the park, as well as the landscaping that surrounds
it. Consistent with the Mitchell Park Master Plan, a new flagpole would be purchased and
relocated in the north-west corner of the park. The agreement with the Rotary Club included an
obligation to construct the bandstand and "relocate the flagpole to the northwest comer of the
park." The bandstand was subsequently constructed but the flagpole has yet to be installed.
Current Situation
The Rotary Club requested permission, via the Parks staff, to reinstall the flagpole adjacent to the
bandstand, rather than in the northwest coiner of the park per the Master Plan (see Attachment
1). Staff reviewed this request and found the proposed site to be an appropriate temporary
location for the flagpole for the following reasons:
1. The Master Plan calls for the placement of three flagpoles in the northwest corner of the
property. The flagpoles, combined with benches, an arbor trellis structure, pavers, and a
primary pedestrian portal, join fencing, tree shrubs and ground cover to compete the
perimeter design for the park. No funding has been allocated for completion of the plan.
Therefore, to install one flagpole in the northwest corner of the park, with no immediate
plans to complete the other elements associated with the corner, would not benefit the
park nor move us closer to completing the Master Plan, and could interfere with other
park uses.

2. There is no access to electricity in the northwest corner of the park, therefore staff would
be required to raise and lower the flag on a daily basis. Electricity exists to the bandstand
and could be used easily to power lighting fora flag placed nearby.
3. Allowing for the temporary placement of the flagpole near the bandstand would address
the concerns of neighbors, who have requested that the flagpole be returned.
4. The building permit used by Rotary to construct the bandstand remains current and can be
used, with a minor modification, to reinstall the flagpole.
Parks and Recreation Commission Review
Because the request for placement of the flagpole near the bandstand differed from the approved
location in the Master Plan, at the June 7, 2006 Parks and Recreation Commission (PRC)
meeting, staff asked the Commission to approve the temporary relocation and recommend a
possible site. The PRC was asked to consider aesthetics; possible interference with uses of the
bandstand, both visual and physical; maintenance issues, such as mowing and trimming, etc.
A commissioner made a motion to 1) approve the donation and 2) let staff decide where it should
be placed. While the Commission agreed that a good reason for returning the flagpole to the park
at this time was because of the community's desire to have it returned, in a 3-2 vote (with two
Commissioners absent), it chose not to approve the re-installation of the flagpole, citing there
was no aesthetically pleasing site near the bandstand to locate the flagpole and that placing it
there might interfere with active uses in the park and present safety concerns.
CAO Recommendation
While staff fully respects the opinion of the PRC, the CAO is recommending that the City
Council approve the relocation of the flagpole to a temporary site near the bandstand because of
the reasons stated above under Current Situation. The Rotary Club of San Luis Obispo is eager
to finalize its commitment to the City, and re-installing the flagpole is the last step of the project.
Staff will determine the specific location after further field review, but it is expected to be within
approximately 10' of the bandstand.
CONCURRENCES
The Public Works Department concurs with the CAD's recommendation.
FISCAL IMPACT
There is minimal fiscal impact associated with approval of this project. The Rotary Club of San
Luis Obispo will incur the costs related to the reinstallation of the flagpole. Sufficient funding
exists in the Parks Division's operating budget to install appropriate lighting. Parks staff will
provide oversight of the project.

ALTERNATIVES
1. The City Council could uphold the recommendation of the Parks and Recreation
Commission. This is not recommended due to 1) the Rotary Club of San Luis Obispo's
desire to complete the bandstand project with the reinstallation of the flagpole; and 2) the
community's desire to have the flagpole reinstalled in the park.
2. The City Council could require the Rotary Club of San Luis Obispo to reinstall the
flagpole in the northwest corner of the park, per the Master Plan. This is not
recommended at this time for reasons described earlier in the report.

The minutes from the May 22, 2006 meetings were approved.

2. Volunteer of the Month -May
Director Kiser introduced Volunteer of the Month Andy Morris of KAT Country. Andy was
recognized for his loyal community support and willingness to lend a helping hand when needed.
Andy has actively promoted Parks and. Recreation Programs and invited our employees to share
airtime with listeners. He also donated his time to provide entertainment for the annual Triathlon and
arranged the lighting and sound systems for the Teen Idol contest.
3. Mitchell Park Flagpole Reinstallation
Director Kiser presented the staff report to the Commission regarding the Rotary Club of San Luis
Obispo's request to reinstall the flagpole in Mitchell Park to a temporary location near the bandstand in
the park.
Commissioners discussed the item and felt that there is no aesthetically pleasing site near the
bandstand to locate the flagpole, but agreed that a good reason for returning it to the park at this time is
because of the community's desire to see the flagpole back in the park. Several Commissioners were
concerned that placing it near the bandstand might interfere with active uses in the park and present
safety concerns.
Recommendation:
Approve a donation from the Rotary Club of San Luis Obispo to reinstall the Mitchell Park flagpole to
a temporary location near the gazebo in the park; and let staff decide where it should be placed..
