Subject: San Luis Obispo Council of Governments(SLOCOG)

The Council of Governments met Wednesday,June 7`h. Areas of special interest to the City of
San Luis Obispo are as follows:
1. The Executive Director reported that highway funds are generally eased with the improved
economy. We can expect increased funding for transit because of increased fuel price tax
revenues and may get a refund of a portion of Prop 42 funds, which the State had"borrowed"
several years ago. In addition, the bond measure proposed by the Governor will result in
increased funds for transportation projects. It appears that there is funding to provide for the
widening of Highway 46 to four lanes from Paso Robles to the rest stop, and several other
projects such as the Highway 4llUS 101 interchange in Atascadero,.the Orcun Road
widening, the Santa Barbara Street widening, and the Railroad Bike Path in San Luis Obispo.
All are awaiting California Transportation Commission approval, which is expected to be
routine.
2. CalTrans reported construction was continuing on the widening of South Street, between
Beebee and Higuera Streets. It is expected that this project will be completed by the end of
July, thus providing for left-turn channelization, a sound wall, and full street width along this
portion of South Street.
3. Staff reported progress on the lease and possible purchase of a building maintenance and
dispatch center for both Ride-On and Regional Transit Authority vehicles. The site being
considered is within the City limits, south of Tank Farm Road. Staff also reported on
progress made in the acquisition of land to build a Council of Governments facility for COG
staff. They are negotiating for property on Mill Street near City Hall.
4. There was considerable discussion regarding the funding shortfall for the Highway 41/US
101 interchange in Atascadero. It was generally agreed that Atascadero will have to come up
with approximately$900,000 for an additional share of increased costs for this project, even
though it is a highway to highway improvement.
5. City staff and I made a presentation regarding the inequities in funding formula for allocation
of transit funds. This time we had help from several of our neighboring cities who, because
of the City's efforts, are now aware of the implications of the current formula. It was agreed
that SLOCOG and SLORTA staff would review the funding formulas in the near future.
