SUBJECT: REDESIGNATION OF MASS TRANSPORTATION COMMITTEE
(MTC) MEMBERS
RECOMMENDATION
Redesignate Kathy Howard from an at-large member of the Mass Transportation Committee to
the senior representative for a term expiring March 31, 2010, and Carl Hilbrandts from an
alternate member to an at-large member, with a term expiring March 31, 2007.
DISCUSSION
A vacancy exists for a senior representative on the Mass Transportation Committee that was not
filled during the annual recruitment process in early 2006. Despite a number of efforts to solicit
applications for this position, none have been forthcoming.
On December 6, 2005, Council appointed Kathy Howard as an at-large member to the Mass
Transportation Committee to fill an unscheduled vacancy. Ms. Howard's term in that position
expires March 31, 2007.
On March 21, 2006, Council appointed Carl Hilbrandts to serve a four-year term as an Alternate
Member on the Mass Transportation Committee, with a term expiring on March 31, 2010.
Angela Strohn has also been serving as an alternate since April 1, 2005. However, because Mr.
Hilbrants schedule enables him to attend the Mass Transportation Committee meetings on a more
regular basis than Ms. Strohn, staff and the Chair of the Mass Transportation Committee are
recommending that he be appointed to the at-large position.
Staff believes that the alternate vacancy provides a broader base from which to recruit for this
Committee. It is therefore, staff's recommendation that Council redesignate Kathy Howard's
position to the senior representative and Carl Hilbrandts' to the at-large member. Both Ms.
Howard and Mr. Hilbrandts have concurred with this recommendation. If Council concurs, staff
will advertise in accordance with State law and begin the recruitment process for the alternate
position.
The Council Subcommittee concurred with the recommendation. Because Ms. Howard and Mr.
Hilbrandts are currently serving on the Mass Transportation Committee, the Subcommittee
waived the requirement to interview these members at this time.
