DISCUSSION The Tank Farm Gravity Sewer, Lift Station and Force Main project will require additional design, survey and geotechnical services because of the realignment of the gravity sewer along Tank Farm Road. The realignment will require the purchasing of easements which subsequently require further geotechnical work and detailed surveys for legal and boundary descriptions. Easements became necessary when it was determined that the Tank Farm Gravity Sewer could not be placed in the roadway because traffic impacts could not be mitigated during the sewer's construction. Redesign for revised depths of the sewer and changes to pump capacity were requested by City staff to simplify construction and to accommodate unanticipated increased flows from Airport Area properties. This design, survey and geotechnical work is critical to the project which will replace two aging and overcapacity lift stations and will serve significant portions of the Margarita and Airport annexation areas and the entire Orcutt annexation area. 90% of the design drawings and documents have been completed for the project. Construction is anticipated to begin in spring of 2007. FISCAL I IPACT The cost of this contract amendment is $87,600. Funding for design services for this project were approved as part of 2003-05 Financial Plan, Appendix B, pgs 94-96. Funding for these additional services were approved in the 2005-07 Financial Plan Supplement; 2006-07 Budget,pgs E-11-E-14. WITNESSETH: WHEREAS, on September 11, 2003, the City entered into an Agreement with Contractor for Design Services for the Tank Farm Gravity Sewer,Lift Station and Forcemain;and WHEREAS, the City desires to amend the scope of services to include further design, survey and geotechnical work and Contractor has submitted a proposal for this purpose that is acceptable to the City. NOW THEREFORE, in consideration of their mutual promises, obligations and covenants hereinafter contained,the parties hereto agree as follows: 1. The scope of services and related compensation is hereby amended as set forth in Exhibit A attached hereto. 2. All other terms and conditions of the Agreement remain in full force and effect. No. 99703.90552 Dear Mr. Hix As requested, we have prepared an estimate for providing the additional services that resulted due to changes in lift station design flows,and additional geotechnical services. We are requesting a revision to our contract to include the following additional services. 1. Changes in Lift Station Design Flows—At City's request,design flow for the Tank Farm Lift Station was revised due to changes to Airport Annexation Land Use and Orcutt Area Annexation Land Use. 2. Additional Geotechnical Services—Additional geotechnical services are required due to changes in our scope of work (addition of Prado Road Extension) and changes in pipeline alignment for Business Park and Tank Farm Road.These services will be provided by our geotechnical sub consultant,Furgo West. 3. Changes Due to County Lift Station—In order to reduce the project construction cost, the City decided not to consolidate'County Lift Station with the Tank Farm Lift Station.This change reduced the depth of gravity line and lift station wet well.The structural and mechanical drawings were revised to incorporate this change. 4.
