 MEETING AGENDA
From: Dave Romero, Mayor DA /s ITEM #/
Subject: San Luis Obispo Council of Governments (SLOCOG)and
San Luis Obispo Regional Transportation Authority (SLORTA)
August 2, 2006
SLOCOG
At the meeting, CalTrans District Director Krumholz reported on various CalTrans projects
within the district. The South Street street wideningproject is scheduled to be completed by
September. There is also a project awarded to install steel post metal beam guardrails along
Hwy. 101, between Marsh and Broad Streets.
SLOCOG Executive Director DeCarli reported on a property acquisition at 1041 Mill Street,
which will eventually serve as the new office of the COG.
COG staff reported that more funds will be available in the next several years at Federal and
State levels for transportation improvements within the County. The State's retention of Prop 42
funds will end in 2008, and these funds will once again be available for local agencies.
In addition, Transportation Improvement Program (TIP)projects are moving ahead. For San
Luis Obispo, these include funding for transit, Los Osos Valley Road interchange, improvements
to the pedestrian crossing at the railroad tracks on Foothill Boulevard, local safety
improvements, a study of transportation capacity on State Hwy 1 (Santa Rosa Street), between
101 and the northerly city limits, and.road maintenance funds for Los.Osos Valley Road between
Calle Joaquin and Madonna Road.
Considerable discussion was held regarding the staff report to the County Planning staff
concerning the Dalidio Ranch Initiative Measure. This report, written by the Executive Director,
outlined numerous unmet transportation impacts which would be created by the project as it is
currently structured. Mr. DeCarli explained that his report covered only problems with the
initiative and did not discuss possible solutions. This information will be made available to the
committee created by Supervisor Lenthall and will eventually be available to all members of the
public.
SLORTA
The primary item of discussion occurred at the Executive Session when the staff discussed in
some detail the status of real property negotiations for anew Regional Transit Authority bus yard
to be located on Cross Street off of Tank Farm Road. Board members added their input to assist
staff in directing further negotiations.
