SUBJECT: TRAFFIC SIGNAL INSTALLATION HIGUERA& GRANADA,
SPECIFICATION NO. 90573
CAO RECOMMENDATION
1. Approve plans and specifications for the "Traffic Signal Installation at Higuera & Granada,
Specification No. 90573."
2. Authorize staff to advertise for bids and authorize the CAO to award the contract if the lowest
responsible bid is within the Engineer's Estimate of$212,000.
3. Allocate $53,200 to the project from unappropriated Transportation Impact Fee(TIF) account.
4. Authorize the transfer of $20,000 from the design phase account to the construction phase
account.
DISCUSSION
As part of the 2002 Annual Traffic Safety Report, the intersection of Higuera and Granada was
identified as one of the top collision locations in the City, and.it was determined that a traffic
signal could help reduce some of those collisions. Signalization of Higuera and Granada was also
identified as a mitigation strategy in the Traffic Impact Study for the Central Coast Gymnastics
Training Center at 21 Zaca Lane. The Planning Commission adopted resolution No. 5394-04,
allowing the Central Coast Gymnastics Center to open with the understanding that the City
would signalize Higuera & Granada as part of the approved two-year financial plan and the
Gymnastics Center's share of the project would be paid for via their Transportation Impact fee.
Funding for the signal is programmed using TIF monies. The signal plans and specifications are
now complete and ready for bid. Due to increasing construction costs the budget for the project
shown in the 2005-07'Financial Plan is not expected to cover the full cost of the project.
FISCAL IMPACT
This project is identified in the 2005-07 Financial Plan (page E-8) and Appendix B (pages 170
and 171) where $180,000 from the TIF fund is allocated for use on this project, $20,000 for
design and $160,000 for construction. However, due to significani increases in construction costs
(particularly for steel) and the current bidding environment, the engineers estimate is now higher
than when the project was originally scoped. Design was completed.in house so-that the $20,000
allocated for design may be used for construction, and staff is recommending transferring that,".
$20,000 from the design phase account to the construction phase account. This leaves a funding
gap of $53,500 necessary to complete the project. Staff is recommending allocating the
additional $53,000 from unappropriated TIF monies. If the final project cost is below the new
project total, remaining TIF will be returned to the account for use on other projects.

ALTERNATIVES
1. The Council may wish to defer all construction until a later date. If this project does not
proceed, the collision pattern is likely to continue at the location, and the Central Coast
Gymnastics project will be out of compliance with Planning Commission Resolution
5394-04.
