SLO CITY CLERK August 7, 2006 To: Council Colleagues RED FILE MEETING AGENDA From Dave Romero, Mayor ITEM # ._ J Subject: San Luis Obispo Council of Governments (SLOCOG) and^"r^� 46 San Luis Obispo Regional Transportation Authority (SLORTA) September 6,2006 At the meeting on Wednesday, September 6t', an action was taken by the Board to support Proposition I (transportation funding protection for Prop 42),.1B (Highway Safety Bond Act), and 1 C (Housing and Emergency Shelter Trust Fund). Prop IA will provide protection to cities and counties, for Prop 42 generated funds, to require that these funds can be used only for transportation purposes and not borrowed by the state for budget bailout. If approved, the San Luis Obispo region will receive $11.2 million per year beginning with fiscal year 2008-09. San Luis Obispo City's share is $438,000 per year. Prop 1B is a$20.bilhon bond measure that will provide one-time funding for transportation purposes throughout the state. It is anticipated that the County will receive $16.9 million and cities will receive $4.96 million for local streets and roads. San Luis Obispo's share is estimated at $1.4 million. Prop 1C would approve a$2.85 billion statewide bond for shelters for battered women and their children, low-income senior housing, and homeowner assistance for the disabled and military. There are various programs all ready in place to use these funds, but it appears that SLO County is ahead of the curve since it has been working on a regional blueprint to providing a vision for future housing needs of the County. The SLORTA portion of the meeting brought forth information that Rideshare Week is October 16`s through 20`h, when all employees are encouraged to use alternate transportation on their way to work. There will be a special event in Mission Plaza on October 19`h The SLORTA staff reported that they were finalizing budget procedures to provide for a multi- year budget and submitting earlier information to the various cities regarding each projected budget. This request was initiated by the City of San Luis Obispo and concurred with by the other cities.
