SUBJECT: EMERGENCY STORM DRAIN PROJECT: RAMONA AT PALOMAR
CAO RECOMMENDATION
1. Authorize the CAO to approve plans and specifications to advertise for emergency repair work
on the storm drain located near the intersection of Ramona and Palomar.
2. Authorize the CAO to award the contract if it is within the engineer's estimate of$130,000.
3. Appropriate$145,000 from the unreserved General Fund balance for this emergency work for
construction($130,000),contingencies($13,000) and materials testing($2,000).
DISCUSSION
Streets maintenance staff recently discovered a depression .in the asphalt and gutter on Ramona
Street near the intersection of Ramona and Palomar. The depression is located at the bottom of the
curb, extending through the gutter and into the roadway adjacent to a bus shelter(See Attachments
1, 2 and 3). The depression is approximately three feet wide and five feet long.
The original storm drain was installed in 1966 in conjunction with the shopping center at Foothill
and Broad. In 1972 Ramona was widened adding curb, gutter and sidewalk to accommodate
Tropicana Village. The existing drop inlets were installed and an additional 22 inch X 36 inch arch
Corrugated Metal Pipe (CMP) was connected to the end of the existing pipe to accommodate the
additional width of the street.
A video pipeline inspection revealed the existing CMP pipe to be in poor condition with a portion
of the pipeline beginning to collapse just below the depression. Further investigation of the
complete length of pipe showed the remaining pipe to be in a poor condition as well. The existing
pipe's ability to support surrounding soil pressure, handle sidewalk loads, bus traffic and cant'
storm water has been substantially reduced.
This project will remove the existing CMP in this area. A new and slightly larger storm drain pipe
will be installed in the existing location to replace it. Two existing drain inlets and one manhole
will be replaced, and one new manhole will be added.
Because of the urgency of this necessary repair, Staff is requesting that Council authorize the CAO
to approve plans and specifications in order to expedite construction.

Project Design and Management City engineering staff will design and inspect this project.
While this will adversely impact our resources in meeting the current CIP work program, it is
important that this emergency work go forward in a timely manner.

The following outlines the next steps in completing this emergency work:

Complete construction 03/23/07
FISCAL IMPACT
This is an emergency project and as such is not currently funded in the 2005=07 Financial Plan.
The following summarizes project costs:

Total $1459000
We recommend funding this from the unreserved General Fund balance: given its one-time,
emergency nature, this is an appropriate use of General reserves and the remaining balance will
still meet our policy minimum.
ALTERNATIVES
The City Council could decide to replace only the damaged portion of the existing Storm drain
and install one new manhole at a cost of$34,500. This would leave the remaining sections of
poor condition pipe in place. Those sections will eventually cause problems, require
replacement, and will be even more costly to do at a later date. As such, we do not recommend
this option..
