SUBJECT: October 26, 2006, Meeting of the Nacimiento Project Commission
The Nacimiento Project Commission met on Thursday, October 26, 2006, and reviewed an
extensive report from Project Manager, John Hollenback, outlining progress made in hiring a
construction management firm, environmental monitors, the use of a County lobbyist, right-of-
way acquisition, environmental permitting, design engineering, and negotiations with outside
agencies such as PG&E, Monterey County, and Camp Roberts. The design is now 90%
completed, with over 700 drawings and 1200 pages of specifications. It is on schedule for a
March 2007 bid date.
At this point, it appears that the project will be approximately 14% over the $150 million budget
due to the escalation of material costs such as concrete, oil, asphalt and steel. There is some
indication, however, of a flattening in the rate of increase, which could result in a reduced
estimate for the construction.
Participants on the Nacimiento project will be presented with an opt-out consideration in July of
2007, after approximately three-quarters of the construction bids have been received. If all
participants agree to continue, the bonds for the project can be sold.
The Nacimiento Project Commission and the County of San Luis Obispo have come to an
agreement for the installation of a fiber optic communication system along the alignment of the
route. This will greatly benefit cost and reliability of the communications between all
participants and would be a substantial benefit to all parties for many years in the future.
As usual, the attitudes of the participants on the commission are congenial with all of us working
together for the common goal of providing for our future water needs.
