SLOCOG
The COG and RTA met November 8, 2006, and received a report from the director that was
wonderful news for all of the members. With the passage of Prop 1A (the sales tax on gas), the
City of San Luis Obispo is scheduled to receive an additional $438,000 per year beginning in
Fiscal Year 08/09. You will recall that these were funds the state had been borrowing to balance
its budget. Now these funds will be used for transportation purposes as originally intended.
Under Prop 1B, the $20 billion bond measure approved by the voters, San Luis Obispo is
scheduled to receive $1,428,000 during Fiscal Year 07/08. These funds will be available for a
multitude of transportation purposes, including roads, public transportation, and air quality
improvements. It is quite likely that the City's request for these funds for high priority projects,
such as Los Osos Valley Road, could start through the processus early as January 2007. There is
also a great deal of funds available to CalTrans for improvements to the highway system. We
expect that much of it to be spent on improvements to US 101 and State Highway 46, east of
Paso Robles. This may be a once-in-a-lifetime opportunity for all local agencies to get a
jumpstart on long-awaited transportation programs.
There will also be funds for flood protection available. San Luis Obispo will be eligible for a
share based on an allocation formula.
SLORTA
SLORTA continued to review its budgetary process with, as encouraged by the City of San Luis
Obispo, progress made toward a multi-year budget and budget information made earlier in the
year so as to provide information to each city as to funds that may be available for their city's
transit operations. The staff provided an annual report from RTA and gave a comprehensive
review of the county-wide transit system which currently is providing increased services
throughout the county. The transit system is predicting hourly service in each direction (North

County, North Coast, and South County), on a regular basis, with partial service on Saturdays
and Sundays.
The staff reported on progress made in obtaining and constructing the maintenance facility
located in San Luis Obispo off Tank Farm Road.
The Board also reviewed and approved budget assumptions to be adopted during the next budget
year.
