SUBJECT: VICE MAYOR APPOINTMENT' FOR 2007
CAO RECOMMENDATION:
Appoint Council Member Christine Mulholland as Vice Mayor to serve a one-year term
commencing upon appointment.
DISCUSSION
Section 408 of the City's Charter requires that the Council elect one of its members to be the Vice
Mayor.
Section 3.2 of the Council Policies and Procedures provides that the appointment of the Vice
Mayor shall be for a one-year term, that the appointment be made on a rotational basis, and that
the appointment go to the next senior member.
Following current Council policy of rotating the Vice Mayor position, and consistent with
Council practice over the past six years, Council Member Mulholland is next in line for the
opportunity to serve as Vice Mayor. A copy of last year's staff report on this matter is attached.
Here are the Vice Mayor appointments over the last six years:
Council Member Ewan served in 2001
Council Member Marx served in 2002
Council Member Mulholland served in 2003
Council Member Schwartz served in 2004
Council Member Ewan served in 2005
Council Member Settle served in 2006
Looking to the future, the rotation dictates that Council Member Brown serve in 2008, Council
Member Settle in 2009, and Council Member Carter in 2010. This practice ensures that each
Council Member will serve one year of his/her four-year term in the capacity of Vice Mayor.

CAO RECOMMENDATION:
Appoint Council Member Allen Settle as Vice Mayor to serve a one-year term commencing upon
appointment.
DISCUSSION
Council Policies and Procedures provide for appointment of the Vice Mayor in December and
that the appointment shall be for a one-.year term on a rotational basis, the appointment going to
the next senior member. In addition, Section 408 of the City's Charter states;
.The Council shall elect one of its members to be the Vice Mayor. During the temporary
absence or disability of the Mayor, the Vice Mayor shall act as Mayor Pro Tempore...In
case of vacancy in the office of Mayor, the Vice Mayor shall act as Mayor until such
vacancy can be filled as provided in this Charter.
A review of the past seven years indicates that Council Member Allen Settle is next in line for
the opportunity to serve as Vice Mayor.
Council Member Romero served in 1999
Council Member Schwartz served in 2000
Council Member Ewan served in 2001
Council Member Marx served in 2002
Council Member Mulholland served in 2003
Council Member Schwartz served in 2004
Council Member Ewan served in 2005
Looking to the future, the rotation would suggest that Council Member Mulholland would serve
in 2007 and Council Member Paul Brown in 2008.
