FROM: Monica Irons, Director of Human Resources
SUBJECT: ADDENDUM TO THE MEMORANDUM OF AGREEMENT
BETWEEN THE CITY AND THE SAN LUIS OBISPO POLICE STAFF
OFFICERS' ASSOCIATION
CAO RECOMMENDATION
Adopt a resolution approving an Addendum to the Memorandum of Agreement between the City
and the San Luis Obispo Police Staff Officers' Association.
DISCUSSION
On February 21, 2006, Council approved a Memorandum'of Agreement(MOA)between the City
and the SLOPSOA effective from July 1, 2004 through June 30, 2007. This MOA included a re-
opener agreeing to meet and confer on a modification to the health insurance contribution for
2007. After two meetings, a tentative agreement was reached with SLOPSOA that reflects an
equal cost sharing between the City and SLOPSOA of the average increase in premiums of
medical plans available, experienced in 2005, 2006, and confirmed for 2007. The health
insurance contribution for this group has not increased since December 2003.
The details of the tentative agreement for a three-tiered cafeteria contribution are as follows:
Effective
Current December 2006
Employee Only $415 $470
Employee+l $754 $855
Family $995 $1133
The increase in the City's contribution is approximately 13%, while premiums have increased
approximately 27%. Future contributions to health insurance premiums will be negotiated as part of
the overall negotiations for a successor MOA in 2007. This increase in the health insurance
contribution will help in attracting and retaining employees in this unit. As the City experiences more
retirements and replaces those individuals with younger employees with families, maintaining a
competitive health insurance contribution is critical.

FISCAL IMPACT
The cost of the increase to the cafeteria plan contribution for fiscal year 2006-07 fiscal year is
approximately $14,000. Funding for this is available within existing amounts projected for MOA
adjustments in 2006-07.
ALTERNATIVES
Because the addendum complies with previous Council direction and demonstrates the City's
and SLOPSOA's willingness and ability to craft a mutually satisfactory agreement in a timely
and collaborative manner, no alternatives are presented for Council consideration.
